FROM THE BEGINNING OF 2005 OWNERS OF CARD CURRENCY ACCOUNT MAY CONVERT THEIR FUNDS IN BANCOMATS OF ARMENIA ONLY INTO DRAMS

YEREVAN, DECEMBER 8. ARMINFO. According to normative decision of the Central Bank of Armenia, which will come into effect approximately from the beginning of 2005, the owners of the card currency account may convert their funds in bancomats only into national currency - drams. ARMINFO was informed in the press office of the Central Bank of Armenia, the CB Board made such a decision Nov 23 on the basis of 10th article of the law on currency regulation and currency supervision, and guided by the 20th article of the law on Central Bank of Armenia.

Now this decision s undergoing the procedure of registration in the Ministry of justice, then the official publication of it in normative acts will follow. This document will come into force 10 days after the official publication.

AZERBAIJANI FOREIGN MINISTER UNVEILS SEVERAL DETAILS OF NEGOTIATIONS WITH HIS ARMENIAN COUNTERPART

YEREVAN, DECEMBER 8. ARMINFO. Armenian and Azerbaijani foreign ministers discussed the prospects of liberation of the occupied regions of Azerbaijan and restoration of transport and other communications between Armenia and Azerbaijan in Sofia. Azerbaijani Foreign Minister Elmar Mamedyarov made this statement dwelling on several details of the negotiations at the 12th session of OSCE Council of Ministers, the newspaper Echo reports referring to the press-service of the Azerbaijani Foreign Ministry.

The minister stated in his speech that "having occupied Karabakh region and the districts nearing it, Armenia wants to strengthen the results of its military aggression actively waging a settling policy in the occupied Azerbaijani territories." He called it a serious violation of the International Humanitarian Law, in particular, a full contradiction to the Geneva Convention of 1949. Mamedyarov pointed out that Azerbaijan adheres to peaceful resolution of the conflict on the basis of the International Law, UN Security Council resolutions and OSCE documents. He said that Azerbaijan is ready to normalize its relations with Armenia, but it requires the latter to come out from the position of the principles of the International Law and democracy and not from the position of the realities reached by force and the ideology of territorial demands. Giving a positive assessment to the meetings in Prague, Elmar Mamedyarov expressed concern over the "illegal activity in the occupied territories, which causes a real damage to the negotiation process," and called OSCE to make its contribution to the problem's solution.

Within the framework of the session, Mamedyarov held also bilateral meetings with EU Commissioner for Foreign Relations and Policy of European Neighborhood, Director of OSCE Democratic Institutions and Human Rights, Special Representative of OSCE Chairman-in-Office for Karabakh, as well as the heads of Turkish, Belgian, Austrian and Greek delegations.

AZERI ARMY WILL STRENGTHEN: AZERI PRESIDENT

BAKU, DECEMBER 8. ARMINFO-TURAN. "Territorial integrity of Azerbaijan cannot be a subject of negotiations and must be restored. The occupation forces must leave the occupied lands. Only these principles must be a basis for a peace treaty. This is our resolute and unchangeable position", said Ilham Aliyev in his speech at the yesterday session of the Cabinet.

"We are doing all possible to put pressure on Armenia from all direction. Im sure, it finally will allow us to reach the goal. I believe we will intensify our efforts in the future", he added.

In 2004 important steps were taken in the field of army building, which supplied with modern equipment. The 2004 budget envisaged increase in funds for army. In the next year these funds will increase by 30 percent, following years, it can be increased by 50, 100 and 200 percent if needed, said Aliyev.

"Armenia will not be able to compete with us. Their budget is merely $500 million, whereas our budget expenditures for army alone make up almost $250 million. We will do increase these funds until our lands are released from the aggressors", said he.

According to her, the 3-4 minute documentary, feature and animation films: "World, convenient for children", "Sea-gulls", "Sako", "On the edge" are shot on the topic "World, convenient for children". The films are shot under the project of UNICEF in Armenia "Media network for youth".

ARMENIAN CHURCH EXPLODED IN MOSUL

YEREVAN, DECEMBER 8. ARMINFO. One more Armenian church has been exploded in Iraq, reports Armenia's Foreign Ministry.

Two mosques were blown up in Iraq Dec 5 after which Iraqi fighters said they would explode two Christian churches in response.

Dec 7 unknown people broke into the Armenian Church in Mosul, drove out all the people inside and blew the building up.

No people were killed. Dec 8 armed people appeared there again looting all that remained of the church. The president of the Armenian central department of Iraq says that the incident was aimed against Christians rather than Armenians as a nation.
