BEGINNING FROM APRIL 1, 2004, 10, 25, 50, 100 AND 200 DRAM BANKNOTES CONSIDERED NULL AND VOID

YEREVAN, MARCH 9. ARMINFO. Beginning from April 1, 2004, 10, 25, 50, 100 and 200 dram banknotes are considered null and void. Speaking at a press-conference today. Head of the Department for Issue Operations and Money Reserves of the Armenian CB Gevorg Tumanyan said that it applies to 10,25 and 200 drams banknotes issued in Nov 1993 and 50 and 100 dram banknotes issued in Nov, 1998. He said that beginning from Jan, 2004, 50 and 100 dram banknotes of the old model (issued in Nov, 1993) were withdrawn from circulation. Besides, beginning from March 1, 2004, 1000 drams banknotes issued in Oct, 1994 are considered null and void.

Instead of 50, 100 and 200 dram banknotes, coins of the same face value issued in March, 2003, are in the circulation. While instead of 1000 drams banknotes of the old model (Oct, 1994) new banknotes of the same face value issued in 2001 are put into circulation.

Tumanyan said that beginning from July, 2005, 5000 dram banknotes issued in Sept, 1995 will be considered null and void, instead of them, 5000 banknotes issued in 2003 are in the circulation. Beginning from Sept, 2005, 500 drams banknotes issued in March 1994 will be withdrawn from circulation.

He said that to secure an easy process of withdrawal of the above banknotes from circulation, they are subject to an exchange by trade facilities and servicing points, which, in their turn, will exchange them in commercial banks and their branches. Banks and their branches are to exchange the old banknotes of the population with the same quantity of new banknotes or coins free of charge, with the sum submitted for exchange being unlimited.

According to preliminary calculation of the Armenian CB, the cost of the issued coins was to be covered within 3-5 years, depending on the face value. But, it turned out that the cost value of several coins has become almost equal or even lower than the cost of the production of their banknotes. In short, expenses for the production of coins have been covered, Tumanyan said. He added that exchange of the banknotes of low face value with coins was necessitated by the fact that the banknotes were worn-out.

The Central Bank has not fixed any facts of forgery of coins. The ten-year-long experience showed that banknotes are more subjected to forgery. As compared to other post-Soviet states, for example Lithuania, Estonia and Kirghizia, the Armenian dram is forged the lest. And the volumes of money forgery are so low that they do not executive any threat to economy. In spite of this, the Armenian CB very attentively follows this process and takes all the necessary measures. The greatest number of forged banknotes "amateur and second-rate" are 500 dram banknotes, produced by dilettante-beginners through color-printers and xerox. The forgery of 5000 dram banknotes by "professionals" is not less considerable. The forged 20000 dram banknotes are fixed very rarely. However, the population have become more careful, especially with the banknotes of high face value, which, in its turn, deprive falsifiers of their "job."

ARMENIAN-RUSSIAN PROTOCOL ON PROLONGATION OF "AGREEMENT ON REGULATION ON VOLUNTARY RESETTLEMENT" SIGNED

YEREVAN, MARCH 9. ARMINFO. An Interparliamentary Protocol on prolongation of the Agreement "On Regulation of Voluntary Resettlement" dated Aug 29, 1997, was signed between Armenia and Russia today. The documents was signed by Minister of Territorial Administration and Coordination of Infrastructures of Armenia Hovik Abrahamyan and Russian Ambassador to Armenia Anatoly Dryukov.

The Governmental Press Service told ARMINFO that the Protocol, in particular, says that the two countries' governments agreed to prolong the above agreement for 5 years, taking into account that its expire date is March 4, 2004 as well as the importance of the resettlement process and protection of the rights of the resettled people and the mutual cooperation in the sphere. The sides pointed out the necessity of prolongation of the agreement. Anatoly Dryukov said that the last five years showed the importance of regulation of the voluntary resettlement.

In his turn, Head of the Department for Migration and Refugees attached to the Armenian Government Gagik Yeganyan said that the protocol is especially important at present as the inflow of the Armenian citizens to Armenia for permanent residence has increased. Yeganyan said that in conformity with Prime Minister Andranik Margaryan's instruction, an Armenia delegation will leave for Russia within the coming week to inform the Armenians residing in Russia of the favorable conditions provided for by the agreement. The delegation is planned to meet the Armenian community at the Armenian Embassy in Russia and the Consulates of Armenia in the Russian regions.

HUNGARIAN LAWYER PETER ZALAY TO STAND IN DEFENCE OF RAMIL SAFAROV

BAKU, MARCH 9. ARMINFO-TURAN. Hungarian lawyer Peter Zalay will stand in defence of Azerbaijani officer Ramil Safarov in Budapest, Azerbaijani lawyer Adil Ismaylov, who has just returned from Hungary, told TURAN.

Ismaylov said he has concluded a contract with the Hungarian lawyer by authority of Safarov's father. Ismaylov said he met with Safarov on March 4 in Budapest police station. His health condition is normal and on the next day Safarov was moved to another pre-trial isolator.

Ismaylov said Ramil Safarov is charged under article 166 parts 1 and 2 of Hungarian Criminal Code (intended killing). The article envisages imprisonment ranging from 10 to 15 years or life sentence. According to Hungarian laws, Safarov is arrested for one month period for preliminary investigation. The term of arrest expires on March 21. Ismaylov said the length of arrest would be most likely prolonged. Lawyer did not rule out that Safarov could be extradited to the Azerbaijani side upon completion of trial in accordance with the European Convention on Extradition of Convicts for Further Serving Sentence. The Convention has been signed by Azerbaijan and Hungary.

FLOODS CAUSE SERIOUS DAMAGE

YEREVAN, MARCH 9. ARMINFO. The recent floods in Yerevan caused water-supply problems in the city, Press Secretary of the "YerWaterCanal" CJSC Murad Sargssian told ARMINFO.

He reported that the financial damage has not yet been determined. However, he said, water-supply system has been seriously damaged. Water-supply lines have to be replaced in some places. Sargssian stressed that the reduced volume of water-supply and additional chlorination prevented serious consequences from water use.

Head of the State Hygienic Inspection Artavazd Vanyan reported that no cases of poisoning have yet been recorded. He pointed out that the Inspection, in cooperation with "YerWaterCanal", is controlling the quality of water. In his turn, Sargssian pointed out that problems are caused by the water-supply mains connected to the rivers Hrazdan and Kasakh. The main supplies water to the Shengavit and Kilikia communities, as well as to the village of Zovuni. The aforementioned places did not received water for some time, as the shower threatened to destroy the water pipeline. Sargssian pointed out that the water supply has been resumed there, and the damaged pipelines will soon be repaired.

FOR THE FIRST TIME DURING 31 YEARS ARTICLE ABOUT ARMENIA PUBLISHED IN JOURNAL "NATIONAL GEOGRAPHIC"

YEREVAN, MARCH 9. ARMINFO. For the first time during 31 years an article about Armenia - "Armenia's Renaissance" was published in the journal of the National Geographic Society "National Geographic".

This article introduces Armenia - a country which during 3,000 years has suffered many calamities from wars to earthquake. The country, which became independent after the collapse of the Soviet Union, again began to rise from the ruins. The journal acquaints with the history of Armenia highlighting the Genocide of Armenians in Ottoman Turkey at the beginning of the 20th century and the problem of Karabakh conflict. It also tells about the Spitak earthquake of 1988 and its consequences for the country. And at least "Armenia's Renaissance" acquaints with today life of the Armenian people and the history of Armenian Apostolic Church.

It should be noted that the article about Armenia provoked the indignation of the Turkish side. Turkish mass media write the article contains "pro-Armenian political comments and libel against Turkey".
