OFFICIAL BAKU TRIES TO HAVE AZERBAIJANI OFFICER EXTRADITED FROM HUNGARY

YEREVAN, FEBRUARY 24. ARMINFO. The criminal proceedings against Ramil Safarov, the Azerbaijani officer that killed an Armenia officer in Budapest, are being conducted by Hungarian law-enforcers. Official measures are being taken for Safarov to be extradited to Azerbaijan.

Referring to Azerbaijani Prosecutor General Zakir Garalov, the Baku-based "525th newspaper" reports that the country's Prosecutor's Office applied to the Hungarian Prosecutor's Office for information on the accident. Since the two countries have not signed an agreement on legal assistance, the criminal proceedings cannot be conducted in Azerbaijan. However, Azerbaijan acceded to the International Convention on Extradition, so Safarov can serve out his sentence in Azerbaijan.

He pointed out that "it is Armenia that is guilty of the accident," without ruling out the possibility of recurrence. Zulfugarov pronounced for the Azerbaijani officer to be extradited to Azerbaijan.

AZERBAIJAN MUST NOT BE TRUSTED: SAY YOUNG DASHNAKS

YEREVAN, FEBRUARY 24. ARMINFO. The "Nikol Agbalyan" youth union and the Hayastan youth wing of the Armenian Rrevolutionary Federation Dashnaktsoutyun sent today an open letter to PACE condemning the Feb 19 assassination of the Armenian officer Gurgen Margaryan by his Azeri counterpart.

That was a logic consequence of the anti-Armenian hysteria in Azerbaijan. This policy has gone beyond all limits giving Azeris a free hand to kill Armenians cold-bloodedly everywhere. Armenia has paid a high price for trusting Azerbaijan in the past decade. Now it's time for everyone to understand that one must not trust the Azeris, says the letter.

FRANCE MARKS 60TH ANNIVERSARY OF SHOOTING OF MISAK MANUSHYAN GUERRILLA GROUP

YEREVAN, FEBRUARY 24. ARMINFO. The 60th anniversary of the shooting of the Misak Manushyan guerrilla group by the Nazis was commemorated in the French town of Mont Valerian February 21.

Manushyan is one of the most outstanding figures of the French Resistance during WWII.

Present at the ceremony were Armenian Ambassador to France Eduard Nalbandyan, ministers and deputies, representatives of the Armenian community of France. Speaking to journalists Nalbandyan said that Manushyan sacrificed his life not only for liberating France but also for eliminating the very phenomenon of Fascism in the world. PRESIDENT OF CHECHNYA MENTIONS ARMENIAN GENOCIDE

YEREVAN, FEBRUARY 24. ARMINFO. It has ever occurred to anybody to forget the Holocaust and the Armenian Genocide why should we, the Chechens, forget the tragedy which befell us, the president of Chechnya Ahmad Kadyrov said in an interview with INTERFAX commenting on the tragic events of Feb 23 1944 when Iosif Stalin ordered to deport Chechens from their homes.

The historical justice has not been restored to date - no law has been drafted so far to rehabilitate the repressed Chechens and Ingushes. The president of Ingushetia Murat Zyazikov sent Monday telegrams to his Kazakh and Kyrgyz counterparts Nursultan Nazarbaev and Askar Akaev thanking their peoples for the hand they gave to Chechens and Ingushes during the Stalin repressions. He says that Feb 23 1944 is the most tragic day of the Ingush people. Half of Ingushes were killed then.

ARMENIA's POLICE TAKES PREVENTIVE MEASURES

YEREVAN, FEBRUARY 24. ARMINFO. The Public Relations Department, RA Police, reports that as a result of a search in some places in Yerevan, Armenia's law-enforcers found weapons and ammunition, which they sent to an expert examination.

The law-enforcers found out that the weapons and ammunition belonged to the Yerevan residents Kolya Harutyunian, Gurgen Papikyan, Armen Sahakian and Romik Mkhitarian, who was sentenced to one year of imprisonment for an involuntary homicide and unlawful possession of weapons in 2000. Criminal proceedings have been initiated.

It is noteworthy that in connection with the police operation the member of the Political Council of the "Republic" party, which represents Armenia's radical opposition, Aram Sargssian invited a press conference. He stated that the police action is a political order.

REPRESENTATIVES OF OPPOSITION PARTY ARRESTED IN ARMENIA

YEREVAN, FEBRUARY 24. ARMINFO. A new stage of violence and political pressure has started in Armenia, says the information executive of the Hanrapetouyun party Suren Surentants commenting on the Monday arrest of representatives of the party's territorial offices.

Today morning the police tried to break into the apartment of the head of the party's Shengavit office Romik Mkhitaryan without any sanctions and failing to do that broke his garage. Representatives of the Justice bloc Albert Bazeyan, Smbat Ayvazyan and Viktor Dallakyan hurried to the scene but failed to prevent the police from arresting Hanrapetouyun representatives Armen Rubenyan, Artur Aroyan and Ashot Pogossyan. Surenyants says that the police appear to be keeping them as hostages making no charges against them.

Mkhitaryan is not going to go to the police as they concoct cases and he does not trust them. Mkhitaryan's attempted arrest was a response to his activities during the last presidential election. It was due to him that Robert Kocharyan polled only 15% in the first round in Shengavit - when before the run-off Mkhitaryan was subjected to administrative punishment Kocharyan polled over 50%.

This is not the only such case. The authorities are trying to arrest other Hanrapetouyun representatives too. This is a violation of the Armenian Constitution and the European Human Rights Convention. "This is not authorities but a group of criminals who usurped power and have made the police their accomplice and a 'tool' to revenge on the political opposition, particularly, Hanrapetouyun," says Surenyants.
