RUSSIAN AMBASSADOR AWARDS MEDALS "300TH ANNIVERSARY OF SAINT PETERSBURG" TO ARMENIAN CITIZENS

YEREVAN, FEBRUARY 5. ARMINFO. A ceremony of awarding Medals "300th anniversary of Saint Petersburg" has been held at the Russian Embassy in Armenia today. The medals were awarded to the Armenian citizens that took part in the defense of Leningrad.

Russian Ambassador Anatoly Dryukov stated that among the awardees are the persons that received pone of the following awards: "Citizen of blockaded Leningrad", "For defense of Leningrad", and "250th anniversary of Leningrad." Unfortunately, not all that lived in Leningrad and defended it could confirm this fact by documents. Last year, Saint Petersburg, the symbol of Russia and of progress in Russia, celebrated its 300th anniversary and the 60th anniversary of the lifting of its blockade. The two events coincided, and "it is the drama and triumph of the cause many people sacrificed their lives to," Dryukov said. He stated that a firm faith in the common cause and patriotism displayed by all those living in Leningrad then was a general feeling of the Soviet people. Everyone, both children and old people, took part in defending Leningrad. No city sustained so many human losses as Saint Petersburg. "And the celebration of the 300th anniversary of Saint Petersburg is worthy of the memory of those who worked and fought during the blockade," Dryukov said.

BBC PLANS SHOW OF 13-PART ANIMATED CARTOON WITH PARTICIPATION OF ARMENIAN ANIMATED CARTOON ARTISTS

YEREVAN, FEBRUARY 5. ARMINFO. Armenfilm continues working on the new animated cartoon "Shoemaker's Son," Director of the film Robert Sahakyants told ARMINFO.

The scenario of the cartoon is based on the Armenian tale by the great Armenian classical writer Hovhaness Tumanyan entitled "A feaster will always feast," with only exception that the hero is a boy and not the old show maker. Sahakyants said that the film is part of a great international project consisting of 13 separate cartoons to be shown by BBC. According to the idea of the project, 13 countries will present by one film. He said that two-third of the 12.5 minute cartoon is ready. The specialists pledged to complete the work on it by June, 2004. Every country participating in the project has a right to release within 7 years. According to Sahakyants, the cartoons will be shown in Armenia as soon as they are ready. The work on the cartoon is on the basis of self-financing, he said, that is why, all the current expenses are supposed to be covered due to the release.

NATC LLC PLANS TO INTRODUCE FIRST ONLINE PAYMENT SYSTEM IN ARMENIA

YEREVAN, FEBRUARY 5. ARMINFO. The Armenian company NATC LLC is planning to introduce EDram, the first online payment system in Armenia, says the company's director Gevorg Pogossyan.

EDram is quite different from any similar systems operating on the Russian internet. It is a unique complex of the best features of Western counterparts. "One can use it from any computer having internet, even in internet-cafes, while most of its analogues require downloading special terminals." The EDram money is absolutely virtual and noncash. A customer buys a prepaid EDram card certifying his right to do shopping in the internet for a certain amount. "Today we have four types of EDram cards: 5,000, 10,000, 20,000 and 50,000 AMD.

Pogossyan says that the system spans a very broad range of services. One can use it to pay one's utilities - gas, water and electricity. Soon one will be able to use them in restaurants, CD shops and other public facilities. NATC is presently negotiating with the ArmenTel telecom company for the opportunity to pay online for intracity and mobile calls. "We have a cyber exchange office on our site where one will be able to convert his AMD into any cuber currency (e-gold, Yandex.Money)," says Pogossyan.

The company is interested in cooperating with active online traders. "They will pay interest for using our system," says Pogossyan noting that the company's policy is to charge only 5 AMD per deal from buyers. "That's why our slogan is 'Service EDram - Only 5 Dram,'" says Pogossyan.

PROGRAM OF ASSISTANCE TO DISABLED CHILDREN TO BE RESOLVED SOON

YEREVAN, FEBRUARY 5. ARMINFO. The problem of expanding the program of assistance to disabled children is shortly to be resolved, Chairman of the Union of Disabled People of Armenia "Pyunik" Hakob Abramian reported during a round-table on the problem of social integration of disabled children

According to him, new premises are expected to be provided to the Union, where the children will have the opportunity to train equitation and swimming, which is included in the treatment-recovery program for disabled children. The goal of the program is assisting disabled children in gaining necessary knowledge to feel full members of society. A total of 1.7mln. AMD were allocated for the implementation of the program, which is sufficient for training only 30 disabled children. The main goal of the program is psychological assistance to children and their parents. The Ministry of Culture and Youth Affairs is rendering active assistance in resolving this problem. "Disabled people need help, but not pity, because they feel others being sorry for them and retire into themselves," Professor Lorik Sivazlyan from a school for children for special needs, USA, said.

YEREVAN, FEBRUARY 5. ARMINFO. A preliminary hearing of the case of Tatul Manaserian is to be held in Los Angeles on February 5, 2004. The member of the Armenian Parliament of the "Justice" bloc Tatul Manaserian was detained in the USA on January 15, 2004, on a charge of kidnapping his own son, Manaserian's brother, Artur Manaserian told ARMINFO.

Tatul Manaserian's ex-spouse, Nune Simonian, who illegally emigrated to the USA in 1990, did not honor the verdict of the Spandarian minor court placing their son, Armen, in Tatul Manaserian's custody and took him along to the USA in 1997.

NEW FAMILY CODE TO STIPULATE MARRIAGE CONTRACTS

YEREVAN, FEBRUARY 5. ARMINFO. The Armenian Government has approved a draft Family Code one of whose novelties is the right to marriage contracts, Deputy Minister of Justice Gevorg Malkhasyan told a news briefing.

According to him, marriage contracts are supposed to regulate property relations between spouses and stipulates mechanisms of managing, sharing and confiscating property. Malkhasyan pointed out that marriage contracts will be registered by notary offices.

Another novelty is the spouses' right to medical examination before marriage. The examination materials are considered a medical secret. This provision is supposed to prevent deception on the part of one of the spouses, who may conceal the fact of suffering from AIDS, drug addiction or mental diseases. The term of divorce procedure has been reduced to 3 months instead of 6. The registration of divorces will last two months instead of six. The document also restricts one of the parents' right to bring up children if his/her behavior is to the child's detriment.
