SITUATION WITH KARABAKH CONFLICT SETTLEMENT HAS CHANGED WITH ILHAM ALIEV'S COMING INTO POWER: ARMENIA'S FM
The issue was close to resolution when Haydar Aliev was in power as he was ready to compromise. He was a realist and believed that he had a moral right to take serious steps in this direction and an ability to convince his people that those steps complied with their interests. This all was documented in the Key-West agreements. But later on Aliev abandoned his position under the influence of his entourage including his son Ilham who believed that such actions might weaken their regime. That's why they - and Ilham in particular - opposed and continue opposing the agreements. Ilham knows that unlike his father he has no moral right to set such tasks to his people and his opposition. Consequently the situation has changed. But Armenia still hopes for success. As for the statement of his Azeri counterpart Vilayat Guliev that the Key-West and Paris agreements are "chimeras," Oskanyan said that if Haydar Aliev did not show the documents to Guliev he is ready to do that during their next meeting. "I can even give him a copy." The other question is whether these agreements are valid any longer. "Any agreement is valid as long as the parties are negotiating on it." Today Azerbaijan refuses to negotiate on these documents while Armenia considers them a serious basis for continuation of the talks and for settlement of the problem as a whole. YEREVAN, JANUARY 28. In its today's statement the Armenian-Aryan order party says that last year four nationalist organizations, AAO, Mashtots Association, Armenian-Aryan Fist and United Forces of Abovyan declared about inadmissibility of the activities of the Front of Armenian Nationalists because of infiltration of masons into that party's ranks. Nevertheless, a number of forces like One Nation, Nationalist Party of Armenia and Youth Military Patriotic Union continue acting on behalf of FAN which is nothing but an order of the masonic forces. "Those cooperating with these parties should know that they are cooperating with the Armenian-Masonic Front and making for a split in the Armenian nationalist forces," says the statement. It was instructed to do the best for sooner resolution of the problem. Minister of Foreign Affairs of Armenia Vardan Oskanian stated at the interview to Public Television of Armenia. According to him, the Armenian sides does all the necessary that he was taken to another room, he met with a physician, he has a lawyer. The minister also mentioned that currently Tatul Manaserian is in Washington, and measures are taken for his sooner transfer to California, where the legal proceedings will be held. The minister expressed an opinion tat the legal system of the USA is one of the most reliable and fair systems in the world. "But there are several problems. May be they were a result of misunderstanding, they must be elucidated, and the American bodies of law and order must be make sure of that", Oskanian said. The minister also stated that "if such a thing took place with any other citizen of Armenia, then the same measures would be taken regarding him". "Because Tatul Manaserian not only an Armenian parliament member, but, first of all, a citizen of Armenia", the minister said. At the same time the foreign minister added, "unfortunately Tatul Manaserian doesn't posses a diplomatic immunity, and we cannot use the diplomatic instruments", as he is in the USA according to a private invitation.
