On the initiative of Yerevan's city hall and the city prosecutor's office 110 illegal buildings in the capital are transferred to the state property by means of legal resolutions. Advisor of Yerevan's mayor Grigor Melkumian told the journalists. He pointed out that only in the second half of 2003 the municipality of Yerevan received 2,475 applications from the citizens and organizations concerning illegal buildings and unauthorized take of land areas. 1/4 of these applications was proved. As a result 184 buildings were dismantled and construction of 418 buildings was stopped. Yerevan's commission on administrative infringements has already passed appropriate resolutions concerning 206 buildings. The rates of the fines were from 70 to 100,000 drams. Only the buildings which meet the norms and rules of the urban construction, were transferred to the state property. Grigor Melkumian also informed that Yerevan's city hall has elaborated a complex program for settlement of this problem, which will give an opportunity to follow the activities of the employees of the department on town-building and land control. Speaking at the 4th conference on prevention of genocides in Stockholm, Sweden, Armenian Prime Minister Andranik Margarian proposed declaring 2005 a year of struggle against wars, genocides and violation of people's rights, as an inauguration of effective work of the conference and on the occasion of the 90th anniversary of the Armenian Genocide and of the 60th anniversary of the end of World War II. The press service of the RA Government reports that the Armenian Premier pointed out that Armenia's authorities consider important a comprehensive discussion of the problem of genocide, because it is only in this case that the "silence can be broken and premeditated oblivion overcome." Andranik Margarian said that nothing serves as preconditions for new genocides in the future as obstinate resistance to admit them by the perpetrators. Margarian pointed out that this postulate is applied to the present moment of historical development, when the negation has become a state ideology.
