ARMENIA'S PM CONGRATULATES ARMENIAN CITIZENS ON 12TH ANNIVERSARY OF ARMY
He says that the formation of the national army is one of the most significant achievements of Armenia. Today the Armenian army is a reliable guard of the country, guarantor of its security. UN SECURITY GENERAL PROPOSES FORMING COMMISSION ON GENOCIDE PREVENTION YEREVAN, JANUARY 27. ARMINFO. During the Stockholm conference for genocide and massacre prevention UN Secretary General Kofi Annan proposed forming a special UN commission on genocide prevention and appointing a rapporteur for informing the Security Council on the matter. Annan expressed hope that one day the world will be able to effectively react to events similar to those occurring in Rwanda or Srebrenica in the 90s. Armenia's Prime Minister is also taking part in the conference. YEREVAN'S MUNICIPALITY TRANSFERS ILLEGAL BUILDINGS TO STATE PROPERTY YEREVAN, JANUARY 26. ARMINFO. On the initiative of Yerevan's city hall and the city prosecutor's office 110 illegal buildings in the capital are transferred to the state property by means of legal resolutions. Advisor of Yerevan's mayor Grigor Melkumian told the journalists. He pointed out that only in the second half of 2003 the municipality of Yerevan received 2,475 applications from the citizens and organizations concerning illegal buildings and unauthorized take of land areas. 1/4 of these applications was proved. As a result 184 buildings were dismantled and construction of 418 buildings was stopped. Yerevan's commission on administrative infringements has already passed appropriate resolutions concerning 206 buildings. The rates of the fines were from 70 to 100,000 drams. Only the buildings which meet the norms and rules of the urban construction, were transferred to the state property. Grigor Melkumian also informed that Yerevan's city hall has elaborated a complex program for settlement of this problem, which will give an opportunity to follow the activities of the employees of the department on town-building and land control. Speaking at the 4th conference on prevention of genocides in Stockholm, Sweden, Armenian Prime Minister Andranik Margarian proposed declaring 2005 a year of struggle against wars, genocides and violation of people's rights, as an inauguration of effective work of the conference and on the occasion of the 90th anniversary of the Armenian Genocide and of the 60th anniversary of the end of World War II. The press service of the RA Government reports that the Armenian Premier pointed out that Armenia's authorities consider important a comprehensive discussion of the problem of genocide, because it is only in this case that the "silence can be broken and premeditated oblivion overcome." Andranik Margarian said that nothing serves as preconditions for new genocides in the future as obstinate resistance to admit them by the perpetrators. Margarian pointed out that this postulate is applied to the present moment of historical development, when the negation has become a state ideology. "Our assessment of genocide is in moral responsibility, but the fact is that the events occurred involved forced, so the events and their assessment are inadequate," the Armenian Premier said. For the Armenian authorities it is obvious that the necessity of international recognition of genocide will become better-grounded, if, simultaneously with the thesis of restoring historical justice, the issue of gradual regaining of confidence between Armenia and Turkey is raised to the benefit of regional cooperation and security, which will result in political priorities being reconsidered and "diversified." "It is important for Armenia to see Turkey as a country free of the burden of the past and the present-day policy of negation, as a country seeking integration into European structures," Margarian said. The Armenian Premier also welcomed the activities of the Institute for Prevention of Genocides, as well as the international campaign for genocide prevention. ISMA PLANS TO APPLY ARTIFICIAL INTELLECT IN INTERNET-SEARCHERS YEREVAN, JANUARY 27. ARMINFO. Now the company is planning to open a site for operating the translator on-line. BOOK "ARMENIANS OF THE CRIMEA" TO BE RELEASED YEREVAN, JANUARY 27. ARMINFO. The book "Armenians of the Crimea", the first book in the project "World History: peoples and times", is to be released. The Crimea.ru web-site reports that Chairman of the Union of Journalists of ethnic mass media Boris Balayan held a presentation of the project. He reported that the book is to be released in 2004 in 5,000 copies. Its presentation is to be held in the town of Sudak early in June. presentations are also to be held in Simferopol and Yerevan. The project is based on the idea of propagating the achievements of national minorities in various fields. The books will be published in national languages as well. The books will tell about the life, activities, hobbies and plans of the heroes. Each edition is expected to contain pictures of national cultural monuments. Balayan pointed out that books about Byelorussians, Lithuanians, and other national minorities are expected to be published. 66.67% OF ARMENIANS SUPPORT ARMENIANIZATION OF SOFTWARE PRODUCTS
Most of the supporters say that this project will have a positive impact on the development of the Armenian ITs, but they doubt its quality. "Today Armenia has no unified coding. There is NLS but there is also NLS2 and many other codes which makes the Armenian internet less attractive and less accessible." Many respondents say that today computers must be accessible to all the sections of the population, including those not speaking foreign languages. For them Armenian versions are simply indispensable. On the other hand, Armenified software will be a kind of manual for poor speakers of Armenian - Diaspora representatives or Russian-speaking Armenians. 26.7% of the respondents showed an extremely negative attitude the idea. They say that English is the basic software tongue and it's simply inconvenient to use any other language.
