Armenia's Foreign Ministry and the Armenian Embassy in the US are doing their best to protect the Armenian MP Tatul Manaseryan, who was detained by the US police at Dallas Airport (New York) Jan 15 for clarifying some questions about his family. Manaseryan is presently in the solitary confinement cell of the Immigration Service of Virginia. His brother Artur Manaseryan says that Manaseryan's detention was illegal and groundless. He explained that his brother went to the US to settle the problem of trusteeship over his first marriage son. Manaseryan's first wife illegally emigrated to the US while the boy stayed with his father. Later she applied to the US police to get the kid back. Artur Manaseryan assures that the boy was given back to his mother and Manaseryan was not trying to take him back to Armenia. All the evidence of Manaseryan's innocence has been submitted to Armenia's FM. AZERBAIJANI, ARMENIAN PUBLIC NOT READY FOR COMPROMISE: ZARDUSHT ALIZADE YEREVAN, JANUARY 22. ARMINFO. "The public both in Armenia and in Azerbaijan are not ready for compromises," the independent political scientist Zardusht Alizade stated in his interview to the Baku-based "Zerkalo" (Mirror) newspaper. According to him, "the Nagorno-Karabakh settlement is at a deadlock, and in the current political situation the problem is impossible to solve, for both sides' interests are impossible to meet with the current balance of forces in the region." Commenting on Russia's invigorating its activities, Alizade said that "Russia has actually been ousted from Azerbaijan, and Nagorny Karabakh remains the only means exerting pressure on our country." Alizade pointed out that only Armenia of the Transcaucasian countries upholds Russia's interests in the region. "However, despite cooperation with Russia, Armenia is well aware that it is losing economically, because Azerbaijan is making obvious economic progress as compared to Armenia," Alizade said. According to Alizade, "Armenia, which has economical ties with Russia, has no future." As regards the Karabakh problem, he stated that "Armenia will never be able to annex Nagorny Karabakh." He pointed out that the Armenian public demands that the country's authorities reject any concessions, and the Russian special services are actively supporting these political forces. Alizade is convinced that all the promises of the western powers to settle the Nagorno-Karabakh conflict are false. "Those states are only showing activities to settle the conflict, but they are actually not making any effective steps," Alizade said. Criticizing the activities of the OSCE Minsk Group, he stated that "instead of finding a fair solution to the problem, the group is laying the responsibility on the conflicting parties, despite the fact that Azerbaijan is a victim to occupation." He pointed out that the Nagorno-Karabakh conflict is not so important a problem for the international community "for them to solve in instead of us." Alizade said that this year international organization are also likely to act "just for show". Speaking of Russia's active role in this matter, Alizade considers it realistic. "Russia may propose a settlement package similar to the one proposed in Moldova for the settlement of the Transdniestrian conflict," Alizade said. According to him, Russia's proposals may contain a scheme under which the status of Nagorny Karabakh will be a headache for Azerbaijan. Alizade proposed his settlement scheme: establishing relations with the Nagorno-Karabakh Armenians, getting the public to divide into two camps, inviting to Baku the part loyal to Azerbaijan and establishing economic relations with them. He also stated that Azerbaijan must increase defense expenses, because only 9 per cent of the state budget are currently allocated to this sphere, while, for instance, in Israel their share is 40% of the state budget. Most of the Armenian teachers give a negative assessment of the Government's program to optimize Armenia's education system, says the survey held by Armenian Socilogical Association in 100 schools in Oct-Dec 2003. 600 teachers were involved in the survey. 18 enlarged disucssions were held in 12 schools with 141 school-leavers involved. Besides, the association interviewed 160 experts, edufcation executives, local govenorsm journalusts, MPs, school-children and directors. 90% of the respondents said that the reforms are necessary for raising the quality of education. They said that school must comply with the requirements of national culture and modern high school education. Hydroponics Institute of the National Academy of Sciences of Armenia is facing most serious financial problems, says the deputy director for science Anna Hovsepyan. The average wages of the institute's 45 employees is 16,000 AMD. The administration is unsuccessfully trying to draw the attention of international research companies and to receive grants. "For this purpose we need immediate contacts but we have no money to organize them." Nevertheless, the institute continues developing bio-technologies for hydroponic production of ecologically clean oil-bearing, etheric and dyeing plants as well as kitchen herbs - almost 40 species. The institute's production capacity amounts to 30 tons per 2-3 hectares. The herbs do not contain heavy metals as they are raised on soil. This method is especially good for countries lacking fertile lands. Hydroponics is widely used in Japan, Belgium, the Netherlands, Greece. But only Armenia applies this technology in the open air rather that in greenhouses. "Hydroponics is inevitable future reality. The climate is changing, the ecology deteriorating, while people need ecologically clean products," says Hovsepyan.
