Head of the Center of Strategic Initiatives "Prospective" Aram Karapetyan was rejected in registration as a candidate for the Parliament. The Press Service of the Armenian Central Electoral Commission informed ARMINFO that this decision was made yesterday by the District Electoral Commission N17 of the Yerevan Erebuni community where Karapetyan intended to run for the single mandate seat in the Armenian Parliament. The District Electoral Commission motivated its decision by the Article 64th of Armenia's Constitution, according to which, a candidate for the Parliament must have at least a 5-year-long residence in the territory of Armenia. According to the commission, Karapetyan has violated this article. Paradoxically, before the presidential election in Armenia, wherein Aram Karapetyan participated as a presidential candidate, the Passports and Visas Department of Armenia issued a reference to Karapetyan, according to which he has lived in Armenia for the last 10 years. Commenting on this circumstance, Head of the District Electoral Commission Ara Matinyan said that Karapetyan's registration as a presidential candidate "was the problem of the CEC, while, in the given case the District Electoral Commission acted in conformity with the country's Legislation." The Armenian CEC intends to convene a session in connection with Karapetyan's registration today. It should be noted that Aram Karapetyan was the forth in the list of the "Justice" bloc headed by Leader of the People's Party of Armenia Stepan Demirchyan. The Center "Prospect" told ARMINFO that Aram Karapetyan returned from Tbilisi yesterday evening, and intends to appeal against the commission's decision in the Court. According to Karapetian, both before the presidential and parliamentary elections it became known that since 1996 Aram Karapetian had been living in Moscow, where he obtained a doctor's and worked at the State Duma of Russia and other places. Somehow or other, on Apr 20 the electoral commission of the district N17 registered him as a candidate, and now made an opposite decision. Head of the Center "Perspective" also informed that he will withdraw his claim from the court in the event that the Central Electoral Commission makes a positive decision for him. Otherwise, he intends to come out with a statement, where he, in particular, will appeal to the Constitutional Court of the country.
