ARMENIAN CEC COMPLETED RE-CALCULATION OF BALLOT PAPERS OF 11 POLLING STATIONS AFTER PRESIDENTIAL ELECTION OF FEB 19, 2003 MARCH 22. The Central Electoral Commission of Armenia has completed today re-calculation of the votes at 11 polling stations after the Feb 19 Presidential election. In conformity with the re-calculation of the votes, 11, 939 electors voted at the polling stations NN 0294, 0310, 1269, 1257, 1775, 0089, 0132, 0124, 0390 and 0115 on March 21, 134 of them against all the candidates. 329 were recognized invalid, 6,914 were left unfilled. 31 electors voted in favour of Ruben Avagyan, 1,686 in favour of Artashes Geghamyan, 2,932 in favour of Stepan Demirchyan, 267 of Aram Karapetyan, 7 for Aram Haroutiunyan, 158 for Vazgen Manoukyan, 11 for Garnik Margaryan, 10 for Aram Sargssyan and 6,674 for Robert Kocharyan. As a result of re-calculation, Artashes Geghamyan has lost 7 votes, Stepan Demirchyan and Robert Kocharyan by 6 votes each. One of the electors voted in favour of Russian President Vladimir Putin, another joker voted in favour of Commander and political figure of the beginning of the XX century Garegin Nzhdeh. It should be noted that the re-calculation was initiated by the lawyers Ruben and Yeghishe Hovhannissyans and MP Aleksan Karapetyan representing presidential candidate Artashes Geghamyan at the Constitutional Court of Armenia. The re-calculation of the votes at the last two of 11 polling stations showed that at the polling station N 1775 of the 54th quarter of the Vayots Dzor region 366 electors participated in the voting on Feb 19, 9 of the ballot papers were recognized invalid, 288 remained unfilled. No one of the electors voted against all the candidates. Ruben Avagyan received 1 vote, Artashes Geghamyan 52, Stepan Demirchyan 94, Aram Karapetyan 9, Aram Haroutiunyan 0, Vazgen Manoukyan 11, Garnik Margaryan 0, Aram Sargssyan 0 and Robert Kocharyan 190. The re-calculation at the polling station N 1269 of the 42nd quarter of the town of Abovyan brought the following results: 386 electors participated in the voting, 4 of them having voted against all the candidates. 8 ballot papers were recognized invalid, 253 remained unfilled. Ruben Avagyan, Garnik Margaryan, Aram Sargssyan, Aram Haroutiunyan, Vazgen Manoukyan and Garnik Margaryan received no votes, Artashes Geghamyan 51, Stepan Demirchyan 106, Aram Karapetyan 13, Robert Kocharyan 204. The results of the re-calculation will be submitted to the Constitutional Court of Armenia in conformity with Artashes Geghamyan complaint on March 24. MIHAI STOICA APPOINTED HEAD COUCH OF ARMENIAN NATIONAL FOOTBALL TEAM MARCH 22. The Romanian football specialist Mihai Stoica was appointed Friday head couch of the Armenian national football team. According to the president of Armenia's Football Federation Ruben Hayrapetyan, Stoica will work in Armenia for one year and "if we are satisfied with the results of his work, the contract will be prolonged. " Stoica has become the fourth specialist to couch the Armenian team in the last year. The last one, Argentinean Oscar Lopez was fired after asking higher wages. DEVELOPMENT OF IT SPHERE REQUIRES COMPLEX APPROACH MARCH 22. Development of the sphere of information technologies (IT) complex approach, Head of the Parliamentary Standing Commission for Science, Education, Culture and Youth Affair Shavarsh Kocharyan told ARMINFO.
He said the development of IT sphere is prior for Armenia only in
words, as the state activities are not aimed at developing this
sphere. The Government does not fulfill the provisions of the
document on development of the sphere elaborated by the commission
yet in 2000. For example, the commission proposed reducing the bar of
privileges for investments in the IT sphere from 500 to 150 million
drams, exempt the IT company from the profit tax in the period of its
formation, as well as several proposals of educational, managerial
and legislative nature. However, the document's provisions were not
been fulfilled and were put into effect only partially. Meanwhile,
the document presents the situation in the IT sphere and a complex of
measures on its development, and only their fulfillment will bring
the desirable effect, Shavarsh Kocharyan said. Besides, he said the
state budget of Armenia does not allocate funds for development of
the IT sphere, so no effective implementation of the concept of
development is possible.-
I.T. ACHIEVEMENTS MUST BE INTRODUCED INTO SPHERE OF STATE
ADMINISTRATION
MARCH 22. The achievements of Information Technologies must be introduced into the sphere of state administration to ensure higher efficiency and quicker information flow between various government structures, the chairman of the Standing Commission on Science, Education, Culture and Youth of the Armenian Parliament Shavarsh Kocharyan told ARMINFO. He said that governmental decisions get stuck at various instances for several days before they reach the parliament. These documents can, for example, be placed on an internet-site for the MPs to get acquainted with them right after their adoption by the government. This will not only save time and money, but will also make the government's work more transparent for the public. At the same time, Kocharyan noted that the MPs have limited access to the internet - each of the six parliamentary commissions has only one computer. HEADLINES OF 22 MARCH
