WAR IN IRAQ TO HAVE CRUCIAL INFLUENCE ON ENTIRE WORLD: DAVID HOVHANNISSIAN

MARCH 21. The war in Iraq will have a crucial influence on the entire world, including Armenia, Ambassador Extraordinary and Plenipotentiary, Assistant Professor at Yerevan State University David Hovhannissian stated at the seminar "Armenia in the context of new regional realities" organized by the National Civil Initiative.

According to him, further developments in the war in Iraq are not yet clear. The first stage, a military operation, is currently under way. The region will be greatly endangered in case of the second stage of the war - interethnic and religious conflicts, which can develop after the military operations. The explosion in Iraq will cause activization of social, religious and ethnic forces.

Hovhannissian pointed out that one of the factors' of Armenia's extreme interest is the Armenian community in Iraq. By 1986, the Armenian community in Iraq had numbered 35-38 thousand people. Now, this number is 15,000. Nine Armenian churches and numerous educational establishments work in Iraq. Besides, in three cities situated on the Iraqi-Turkish border, some 3,500 Armenians reside, and in case of a conflict between Iraq and Turkey they will find themselves in an extremely dangerous situation. One of the most important issues is that of environment. The weapons used during the hostilities can cause disastrous consequences, which will be felt for decades. Also, seismic danger increases, which, considering Armenia's geographic location, poses a serious danger. Hovhannissian pointed out that Turkey's participation as a NATO member raises its role in the region, which can be to Armenia's disadvantage in the context of the Karabakh settlement, official recognition of the Armenian Genocide in Ottoman turkey in 1915, as well as the lack of diplomatic relations between Armenia and Turkey.

ARMENIAN REFUGEES FROM IRAQ SHOULD BE SETTLED IN NKR

MARCH 21. The liberated territories and Nagorny Karabakh need to be developed through settling Armenian refugees from Iraq there, representatives of the public organization "Defense of Liberated Territories" stated at a news conference held at the "Azdak" discussion club.

The organization member Lenser Aghalovyan said that six liberated regions of Azerbaijan need to be developed through settling the Armenian refugees from Iraq there and creating necessary infrastructure for them. However, Robert Kocharian's election program stipulates a settlement of the Karabakh conflict exclusively on the basis of the nations' rights to self-determination and geographical communication with Armenia (the Lachin corridor), which implies surrender of the liberated territories to Azerbaijan and runs contrary to Armenia's national interests, the participants in the press conference said.

ICRC APPEALS FOR 108 MILLION SWISS FRANCS TO FUND EMERGENCY OPERATIONS IN IRAQ

MARCH 21. The International Committee of the Red Cross (ICRC) has appealed to donors for 108 million Swiss francs to cover the cost of its emergency operations in Iraq and neighbouring countries for the next four months. The money will be used to save lives and otherwise assist and protect people affected by the war.

During the acute phase of the war the ICRC plans to focus on treatment of the war-wounded, prevention of epidemics, emergency repairs to water and sewage systems and provision of the most needed relief goods to internally displaced persons. In addition, the ICRC will seek to visit any persons detained in connection with the war and will work to restore family links. All members of the International Red Cross and Red Crescent Movement stand ready to lend their support to the humanitarian effort in every way they can.

The impact of the war on people's health and safety will be determined to a large extent by the manner in which the warring parties conduct the hostilities and on the measures they take to protect and assist persons not or no longer taking part in the fighting. The parties must ensure that medical and other emergency aid reaches people in need safely and quickly, and that hospitals and other facilities providing vital services are not attacked. In particular, all personnel, vehicles and structures displaying the red cross or red crescent emblems must be respected by all those taking part in the hostilities.

Over recent months, the ICRC has already spent 16 million Swiss francs from its financial reserves building up its capacity for an immediate and flexible response to humanitarian needs in Iraq. In particular, it has pre-positioned sufficient medical supplies to cover the basic health needs of about 180,000 persons and to provide hospitals with surgical materials for the treatment of up to 7,000 war-wounded. The ICRC is prepared to carry out emergency work on water and sanitation installations serving an estimated three million people. The organization can also provide food and other items for up to 150,000 people displaced inside Iraq during the first month of the *emergency. If necessary, it will quickly be able to mobilize the supplies needed to assist up to 500,000 people for a longer period.

The ICRC currently has a core team of 10 expatriate and some 100 local staff working in Iraq. Once the security situation allows, this core team will be reinforced by an additional 25 expatriates who were relocated to neighbouring countries in mid-March. A further 60 expatriate staff are ready to begin work in Iraq on short notice.

ROBERT KOCHARYAN IS LEGITIMATE PRESIDENT: VICE SPEAKER OF ARMENIAN PARLIAMENT

MARCH 21. Robert Kocharyan is undoubtedly a legitimate president, Vice Speaker of the Armenian Parliament Tigran Torossyan said at a press-conference today.

He said that the statements of the international observers about numerous violations of the electoral code often had political motives. Armenia has always been pressured from outside as there have always been external forces interested in the Karabakh conflict settlement unacceptable for Armenia.

Safrastian pointed out that the Armenian diaspora in the USA has lately intensifies its activities. At the same time, he added that the issue of recognition of the Armenian Genocide will be put in the forefront in the Armenian-Turkish relations as well.
