KARABAKH SOLDIERS DETAIN AZERI INTELLIGENCE AGENT

FEBRUARY 17. Feb 13 2003 Karabakh soldiers detained an Azeri intelligence agent attempting to cross the north-eastern section of the Karabakh-Azeri contact line. According to the press service of Karabakh's DM, the detainee has been brought to Stepanakert and is being interrogated by the local police. The Karabakh offices of the OSCE and the Red Cross have already been informed of the incident.

ONE MORE PARLIAMENTARY SESSION WRECKED

FEBRUARY 17. The 2nd three-day meeting of the 9th session of the incumbent Armenian Parliament has been wrecked again. Only 20 MPs appeared in the session chamber today morning. Like two weeks ago the lack of quorum was accounted for by the involvement of many MPs in the current presidential campaigns.-

HEAD OF ELECTORAL STAFF OF ROBERT KOCHARYAN IS SURE OF KOCHARYAN'S VICTORY IN FIRST ROUND OF FEB 19 PRESIDENTIAL RACE

FEBRUARY 17. Head of the electoral staff of incumbent Armenian President Robert Kocharyan Serzh Sargsyan is sure that Kocharyan will win the Feb 19 presidential election in the first round.

At a press-conference Sunday Sargsyan said that his conviction is based on the work done so far in this direction. "We suppose that Kocharyan will poll over 50% of the votes." "But we are also ready for the second round."

Sargysan said that any result will be acceptable for both Armenian and international societies. "I want to see the one who will not accept Kocharyan [as president] if he is elected through fair and transparent ballot by the will of his people." "We have never said that Kocharyan is an irreplaceable president; nobody is irreplaceable. Simply there are good and bad officials and we consider Kocharyan to be much better than his rivals." "That's why we compare and sell the positive qualities of Kocharyan instead of vilifying his rivals."

SCULPTOR ARMEN HAKOBYAN PARTICIPATED IN KARABAKH NATIONAL-LIBERATION MOVEMENT

FEBRUARY 17. The sculptor Armen Hakobyan, who is well-known in the Nagorno-Karabakh Republic, was one of the most active participants of the Karabakh national-liberation movement. Unfortunately, Hakobyan was tragically killed on Jan 2, 1990. The sculptor was fired at by an Azeri soldier while trying to persuade the head of the Azeri autocade going from Shushi to Aghdam not to apply force against Stepanakert's peaceful population.

As far back as in Sept-Oct, 1988, Hakobyan volunteered for the protection of the frontiers of the region of Ijevan. He returned to Stepanakert in a military uniform with his gun. Hakobyan often spoke at the meetings always trying to speak to the point and make specific proposals.

Armen Hakobyan was a member of the "Krunk" organization, the first one joining the activists of the Karabakh Movement and is the author of the organization's name and badge.

For his considerable contribution to the cultural sphere, Armen Hakobyan was posthumously awarded the "Mesrop Mashtots" order and the NKR "Yeghishe" annual governmental prize. Hakobyan is the author of numerous sculptural compositions.-
