DESPITE HEAVY SNOWFALLS, ALL ROADS OPEN IN ARMENIA

JACQUES CHIRAK'S STATEMENT ON NECESSITY FOR KARABAKH CONFLICT SETTLEMENT BY MEANS OF MUTUAL AGREEMENTS WITNESSES DIPLOMATIC FAILURE OF BAKU

A recent statement made by French president Jacques Chirak on the necessity for Karabakh conflict settlement by means of mutual agreements between Armenia and Azerbaijan, witnesses diplomatic failure of the official Baku, said secretary general of the Democratic party of Azerbaijan Sardar Jalaloglu commenting on Chirak's statement during joint press conference with Vladimir Putin in Paris. Isa Gambar, leader of the opposition party Musavat considers that Chirak's statement has been the result of double-standard policy, frequently applied by some countries. Gambar also considers that such situation was the result of foreign political failure of Heydar Aliyev. The opposition leaders also stated that Heydar Aliyev continues to boost his friendship with Jacques Chirak, calling him a powerful European politician desiring for "fair" settlement of the Karabakh conflict.

US CONGRESSMEN CONGRATULATE PEOPLE OF NAGORNO KARABAKH REPUBLIC ON 15TH ANNIVERSARY OF KARABAKH FREEDOM MOVEMENT

Co-chairmen of the US Congressional Caucus on Armenian Issues Frank Pallone and Joe Knollenberg have sent a letter of congratulation to the people of the Nagorno Karabakh Republic on the occasion of the 15th anniversary of the Karabakh Freedom Movement. The letter says "We congratulate the people of the NKR on the 15th anniversary of the Karabakh Freedom Movement. Feb 20 1988 marked the beginning of the determined effort to shake off Azerbaijan's oppressive rule and shape their own destiny. The same commitment to liberty lay at the foundation of the Armenian nation." "The US Congress has repeatedly voiced its support for the aspiration of the Karabakh people. We stood by you when you challenged the legacy of Soviet totalitarianism, contributed to the democratization of the former Soviet union and to the end of the Cold War. In subsequent years, we sought an end to Azerbaijan's aggression and later provided assistance for post-war rehabilitation." "For the past 15 years you have successfully defended your freedom and now you are building a democratic state. Today, the NKR clearly satisfies the international criteria for statehood with a democratically elected government, capable aimed forces and an independent foreign policy. ARMENIAN PHOTOGRAHER WON WORLD PRESS PHOTO 2002 AWARD

FEBRUARY 15. The Hague - Armenian-born photographer Eric Grigorian on Friday won the 2002 World Press Photo award for a picture of an Iranian boy clinging to his father's lifeless body, officials from the World Press Photo organization said. According to the Independent On-Line, the photo was taken on June 23 2002 at the funeral of the man who was among 500 people killed in an earthquake which devastated Iran's Qazvin province. In the black and white image the boy is surrounded by villagers and soldiers digging graves for the dead. Grigorian lives and works from Los Angeles and is a member of the United States photo agency Polaris Images. The jury of the World Press Photo contest selected winners in nine categories among 55 photographers from 18 countries. Grigorian will receive his prize of ?10 000 (about R85 000) in a special ceremony on April 27 in Amsterdam.
