MEETINGS OF "CAUCASIAN FOUR" SHOULD NOT BE CONSIDERED AS COOPERATION: HEYDAR ALIYEV
Aliyev also said these meetings do not mean Azerbaijan's cooperation with Armenia. At the same time, he pointed out that the speakers of the four countries' parliaments will meet in Kislovodsk in the near future.
Commenting to journalists on the results of the Summit, he said
mainly economic issues were discussed, in particular, establishment
of a free trade zone. The Summit participants decided to further work
in this direction with the object of preparing a final decision on
the official meeting of the CIS leaders in Yalta. Besides, speaking
at the Summit, Russian President Vladimir Putin touched upon the
urgent issues of the international life, in particular, the situation
with Iraq and Northern Korea. Aliyev did not drop a single word
concerning Putin's statement that the Summit participants were of the
same opinion on the situation with Iraq, noting that it is Putin who
is responsible for his words.-

POLICE IN MINDANAO HUNT ARMENIAN TERRORIST
JANUARY 30. Chief Supt. Simeon Dizon, Western Mindanao police commander, on Tuesday ordered a manhunt for an alleged Armenian terrorist reportedly roaming around the region. Dizon issued the order following a directive from Camp Crame, the National Police national headquarters and a request from the Bureau of Immigration. Being hunted is Khatching Aslanyan, alias Khatchik Aslania y Artsroun, a one-time military officer of the former Union of Soviet Socialist Republics. Aslanyan, who temporarily stayed at Hotel La Corona at Marcelo H. Del Pilar and Arquiza streets in Malate, Manila, escaped from the immigration bureaua^A^Us detention cell on November 21. The National Bureau of Investigation-International Police arrested him at the hotel for failing to produce travel documents and identity papers and turned him over to the immigration bureau for summary deportation. Dizon said Aslanyan has been arrested in Vancouver, Canada, for illegal possession of a grenade.
Aslanyan was charged before Canadian courts with two counts for
importing a forged passport, one count for carrying a weapon on
an aircraft and one count for possessing a weapon. He was tried,
convicted and served time for the offenses.-
MAYOR OF MOSCOW ARRIVES IN YEREVAN
According to Luzhkov, the purpose of his visit to Armenia is to sign the cooperation program between the capitals of two states for 2003-2004. He expressed for expansion of trade-economic relations between Moscow and Yerevan, as well as for deepening relations in the sphere of education and culture. During his visit the mayor of Moscow will meet with the President of Armenia Robert Kocharian, the Prime Minister Andranik Margarian, the Catholicos of ALl Armenians Garegin II. Yuri Luzhkov will also visit the Russian orthodox church, where he will take part in the ceremony of laying of a foundation of the monument to Russian warriors, died during defence of the TransCaucasus. The head of Moscow will also meet with the servicemen of the 102nd Russian base, stationed in Armenia, will have a short speech at Russian-Armenian (Slavonic) University (RAU), where he will be given the rank of an honorable doctor of the RAU.
Yuri Luzhkov will also be given the rank of an honorable citizen of
Yerevan. The mayor of Moscow will be accompanies by the Vice Speaker
of the State Duma of RUssian Federation Arthur Chilingarov, members
of the government of Russia's capital, representatives of business
circles of the Armenian diaspora in Moscow.
PRESIDENTIAL COMMISSION ON HUMAN RIGHTS INTENDS TO APPEAL TO JUSTICE
MINISTRY WITH A REQUEST
JANUARY 30. The presidential commission on human rights of Armenia intends to appeal to the Ministry of Justice of the Republic of Armenia with a request to get acquainted with the activities of the Armenian center on human rights, the members of which pretend human rights campaigners. During today's sitting the Deputy Chairman of the Commission - the Lawyer Hayk Alumian said that the appeals of the citizens Poghosian and Msrian served as an occasion of discussion. According to the applications, a court of arbitration has been established at the aforementioned Center, which considers civil suits, and according to the law on the Courts of Arbitration of RA, sends its decisions to courts of the first instance. According to Alumian, hearings in this Court of arbitration are held without participation of claimants and responders and even without their consent to that. The member of the Commission, the Lawyer Rouben Rshtuni has also offered to send the application to the Prosecutor General's Office of Armenia as well, "as a criminal is present", but by majority of votes the members of the commission decided to appeal to the Justice Ministry yet, which then registered the aforementioned Center.
