ILHAM ALIYEV PLANS TO "USE POSITION OF PACE VICE PRESIDENT FOR UNMASKING ARMENIAN AGGRESSION"
JANUARY 29. ARMINFO-TURAN. "My appointment to the position of
vice president of PACE demonstrates the level of mutual relations
between Azerbaijan and the Council of Europe. These relations are at
a high level. We have active and efficient cooperation without any
problems", said Ilham Aliyev, head of the Azerbaijani delegation in
PACE commenting his appointment to position of PACE vice president
to AzTV.
Aliyev has noted that he is going to use the future opportunities for
defending the state interests of Azerbaijan, especially for
resolution of the Karabakh problem. "We will actively unmask
Armenia's aggression against Azerbaijan and its sequences, the
difficult situation with our refugees and Armenia's unwillingness to
fairly resolve this conflict", noted Ilham Aliyev.-
AZERI DM REFUTES REPORT ON KARABAKH'S READINESS TO RELEASE AZERI POW
JANUARY 29. The talks for releasing the Azeri POW
Elmeddin Abiev still continue, Azeri DM Safar Abiev told journalists
today refuting an earlier report that the Karabakh side was ready to
let the POW free.
"Sooner or later the Armenian side will do it," he said.
To remind, Jan 8 2003 Elmeddin Abiev was captured on the contact line
of the Karabakh and Azeri armed forces while trying, within a
diversionary group, to penetrate Karabakh.
Earlier the Karabakh side reported that it received no official
request from the Azeri DM to extradite the POW.-
CHAIRMAN OF ARMENIA'S CENTRAL ELECTORAL COMMISSION REJECTS OSCE
OBSERVERS' ASSISTANCE IN PLACING TRANSPARENT BOXES AT POLLING
STATIONS
JANUARY 29. The chairman of Armenia's Central
Electoral Commission, Artak Sagradyan, rejected the OSCE observers'
assistance in placing transparent ballot-boxes at the polling
stations, the head of the OSCE Observation Mission, Peter Eicher,
told the leader of the National Unity party, Artashes Geghamyan,
today.
Eicher stressed that the mission had even found an organization ready
to provide Armenia with transparent ballot-boxes, while the mission
was ready to cover the corresponding expenses.
Meanwhile, when asked by ARMINFO to comment this statement, Sagradyan
said that no such question was raised during his meeting with the
mission representatives.
CHAMBER FOR CRIMINAL AND MILITARY CASES OF ARMENIA'S COURT OF APPEAL
HEARS APPEAL BY LAWYER OF TURKOLOGIST MURAD BOJOLYAN
JANUARY 29. The Chamber for Criminal and Military
Cases of Armenia's Court of Appeal has set about hearing the appeal
by the layer of the Turkologist Murad Bojolyan, sentenced to 10 years
of imprisonment and seizure of property for espionage for Turkey.
Meanwhile, the defence says that the verdict passed by the trial
court of Yerevan's Center and Nork Marash Dec 16 was nothing but an
order as the only argument of the prosecution was self-denouncing
statements by Bojolyan, which he later retracted. The defence says
the whole case must be reconsidered and Bojolyan must be acquitted,
while the prosecutor, Aram Amirzanyan, says that the lawyer covered
not all the issues, neglecting, particularly, that of material
evidence. He thinks the verdict is just.
Bojolyan himself keeps reiterating his innocence hoping for
favourable decision. The hearing of the appeal will be continued Feb
3.
ONLY FOUR PRESIDENTIAL CANDIDATES DO NOT USE "BLACK PR" IN THEIR
ELECTION CAMPAIGNS
JANUARY 29. Only four of the 11 presidential
candidates - the incumbent President Robert Kocharian, Chairman of
the People's Party of Armenia (PPA) Stepan Demirchian, Chairman of
the National-Democratic Union (NDU) Vazgen Manukian, and Head of the
"Perspective" Center of Strategic Research Aram Karapetian - do not
use the so-called "black public relations (PR)" in their election
campaigns, Head of the Center of Political Dialogue and
Development Karen Sargssian stated at the seminar "Black PR and
election techniques" held at Yerevan's "Congress" hotel today.
On the other hand, Sargssian said, the leader of the "National Union"
Artashes Geghamian and the leader of the "Republic" party Aram
Sargssian use "wild, black PR" in their TV appearances and radio
speeches, "and it is spearheaded against President Robert Kocharian."
Such unbridled blackening of the principal political rival may cause
an opposite effect, which was the case in Russia on the threshold of
the parliamentary elections and the elections to the Moscow
Municipality in 1999, when the anti-Luzhkov propaganda carried out by
the TV reporter Sergey Dorenko raised Yuri Luzhkov's reputation.
The leader of the "National Security" party Garnik Isaghulian, who
took part in the discussion, pointed out that all the candidates,
except for the leader of the "National Accord" party Aram Harutiunian
and Vazgen Manukian, are actively involved in the "black PR" aimed
against Robert Kocharian, their roles being assigned as follows:
Stepan Demirchian visits Armenia's regions and swears at Robert
Kocharian; Artashes Geghamian accuses the President of the people's
impoverishment and heavy social conditions; Aram Sargssian charges
kocharian with masterminding the October 27 terrorist act and with
intention to surrender Meghri; the leader of the Democratic Party
Aram Sargssian is sure that the election results will be rigged in
Robert Kocharian's favor. In his turn, Aram Karapetian is displeased
with the President's foreign policy and the with business situation.
However the representative of the "National Unity" party Ara Simonian
disagreed with Isaghulian, stating that the latter supports Robert
Kocharian because he is "willing to sing praises to the President at
all corners."
Head of the "Sociometer" center Aharon Adibekian stated that if
Artashes Geghamian "is pressing the pedals against Kocharian, he must
have calculated something and part of the public is ready to swallow
the bait." On the other hand, real PR exist only in democratic
countries, but Armenia has no practice of political scandals and the
PR assume abnormal forms. "We are having an ordinary brawl, when
everything at hand is used for beating, and the main goal of this
brawl is a victory in the presidential election," Adibekian said.
STATE OF HEALTH OF AZERI SERVICEMAN REMAINS HARD
JANUARY 29. The state of health of the
serviceman of the Azeri army Elmeddin Abiyev, taken prisoner by
Karabakh forces on Jan 8, remains grave. The Deputy Minister of
Defence of the Nagorno-Karabakh Republic, the maj-gen Vitaly
Balasanian has stated during the briefing today.
According to him, the Azeri POW is kept in quite safe conditions and
under the observation of local physicians. The representatives of the
OSCE, as well as of the International Committee of the Red Cross,
including the physicians of this organization, are provided with
constant access to the POW. "Contrary to the statement of the Defence
Minister of Azerbaijan Safar Abiyev on that negotiations with the
Armenian party on extradition of Elmeddin Abiyev, I should mention
that this information is not true. Corresponding bodies of Nagorny
Karabakh, and in particular, the State commission on POWs and
missing, have not received any appeals concerning this issue", the
deputy minister stressed.
The general added that taking into account the state of health of
the wounded serviceman and necessity to continue his treatment in
nagorny Karabakh, official Stepanakert again confirms its willingness
to accept the parents of Abiyev, ensuring their full safety.
SERVICEMAN OF NKR DEFENSE ARMY KILLED IN AGHDAM DIRECTION OF CONTACT
LINE OF AZERI AND KARABAKH ARMED FORCES
JANUARY 29. On Jan 28, 2003, at 3:10 pm. local time, a serviceman of the NKR Defense Army was killed in the Aghdam direction of the contact line of the Karabakh and Azeri Armed Forces. Deputy Defense Minister of NKR, Major General Vitali Balasanyan made this statement at a briefing in Stepanakert today. He said this crime was committed in some 3 hours before a monitoring of the OSCE mission in the above region. The NKR Defense Ministry considers this step of the Azeri party as a gross violation of the cease-fire regime. Suffice it to day that is it the second violation of the cease-fire regime by the Azeri party in the given region during January. Earlier on Jan 8, 2003, a penetration attempt into the territory of NKR by the Azeri subversive and intelligence group was registered in the region. Just this event necessitated the regular monitoring on the contact-line of the Office of the Personal Rep. of the OSCE Acting Chairman, Balasanyan said. HEADLINES OF 29 JANUARY
