CONSTRUCTION OF NEW ATOMIC POWER PLANT IN ARMENIA NOT EXPEDIENT
JANUARY 25. The construction of a new atomic power
plant in Armenia is not expedient as its supply will not find an
adequate demand, Armenia's President Robert Kocharyan said at a
meeting with Armenian scientists today. He said that this project
would cost $1.5 bln.
Armenia must have a powerful energy plant to be independent from
energy imports. However, today one can only speak about either water
energy substitutes or modernization of the operating Nuclear Power
Plant or building of a new block.
AZERI FOREIGN MINISTRY SURPRISED WITH OSCE MINSK GROUP CO-CHAIRS'
BEHAVIOR DURING HEARINGS ON KARABAKH PROBLEM IN STRASBOURG
JANUARY 25. ARMINFO-TURAN. The behavior of the OSCE Minsk Group
co-chairs Rudolf Perina (USA), Henry Jacolen (France) and Nikolay
Gribkov (Russia) during yesterday's session of the Bureau of the
Committee of CE Representatives in Strasbourg aroused "surprise" of
its participants, Head of the press-service of the Azeri Foreign
Ministry Metin Mirza told TURAN.
He noted that the session considered the issue of the fulfillment of
the obligations on the peaceful settlement of the Armenian-Azeri
conflict by Azerbaijan and Armenia who assumed these obligations when
joining the CE. Metin Mirza said the co-chairs insisted on their
speech in the beginning of the debates. However, their information
was of "superficial" character. They left without answers the
questions concerning the conceptual approaches to the conflict's
settlement and the main directions of the Minsk Group's activity in
this connection. The session participants were "surprised" with the
co-chairs leaving the hall before the speech of Personal
Representatives of the Armenian and Azeri Presidents Araz Azimov and
Tatul Margaryan.
Commenting on the hearings, Mirza said Baku assesses such debates in
the CE "positive." Speaking at the session, Azeri Deputy Foreign
Minister Araz Azimov expressed concern about the fact that the OSCE
Minsk Group has not convened any sessions since 1997. Meanwhile, the
combined efforts of Turkey, Switzerland, FRG, Italy and other Minsk
Group members could bring some progress in this issue. "Such a
situation allows the Armenian party to delude the international
community presenting the Paris and Key West meetings as Baku's
readiness for compromises," Mirza said. After the session, Azimov and
Margaryan held direct debates in the presence of 60 diplomats. Azimov
presented Azerbaijan's position in the settlement process based on
the norms of the International Law. He asked Margaryan a question on
Armenia's image of the settlements ways, but received no clear
answer. Azimov urged the CE for redoubling its attention to the
conflict's settlement, which, however, does not mean substitution of
the OSCE Minsk Group. Mirza called "misinformation" the reports of
the Armenian media concerning the personal meeting of Azimov and
Margaryan.
RELEASE OF DEFENDANTS IN CASE OF TERRORIST ACT IN ARMENIAN PARLIAMENT
ILLEGAL: RUSSIAN LAWYER
JANUARY 25.The release of the defendants in the
case of the terrorist act in the Armenian Parliament in Oct, 1999,
and dismissal of this case is illegal. Granting amnesty to the
militiamen protecting the Parliamentary building on Oct 27, 1999,
also contradicts the country's Law, said Russian lawyer Oleg Yunoshev
at the "Azdak" Discussion Club today. Yunoshev represents the
interests of the family of the killed Prime Minister Vazgen Sargssyan
in the above case.
Oleg Yunoshev said the Military Prosecutor's Office should not have
dismissed the criminal cases on Aleksan Haroutiunyan, who was then
the head of the Presidential Staff, journalists Nairi Badalyan, MP
Mushegh Movsisyan and the deputy director of the Public Television of
Armenia (then it was National) Haroutiun Haroutiunyan. All the four
are known to have been arrested in the period from Nov 1999 to Jan
2000 and released from the custody from Apr to Jun, 2000.
The Russian lawyer intends to appeal to the Court for resumption of
the criminal cases on the aforementioned persons. Besides, Yunoshev
said it is necessary to resume the criminal case on the head of the
National Television, and then chairman of the Board of the Armenian
Public Television Tigran Naghdalyan as he could give weighty
testimonies in this case. It should be noted that Tigran Naghdalyan
was killed on Dec 28, 2002. At the same time, Yunoshev said
resumption of the criminal case does not mean taking into custody.
Oleg Yunoshev also confirmed his intention of examining the results
of the expertise of the video recorder referring the terrorist act
currently conducted by the Armenian Justice Ministry in order to
finally resolve the current false rumors. The Russian lawyer does not
see any hidden motives in the sickness of the judge chairing the
trial in this case Samvel Uzunyan. He explained the protracted nature
of the trial by the outraged work of the preliminary
investigation.
SYSTEM OF CENTRALIZED HEATING TO BE GRADUALLY LIQUIDATED IN ARMENIA
JANUARY 25. The Soviet system of centralized heating will be gradually liquidated in Armenia and will be replaced by local heating, Armenia's President Robert Kocharyan said at a meeting with Armenian scientists today. Each community will have its boiler-house. This will cost the local residents two or even three times less than they pay now. "For the time being we are obliged to continue heating buildings by a centralized system, though this loses us 3 bln AMD a year," Kocharyan said noting that heating was not the state's or the president's business, nor even the business of the prefect of a community.
