BAKU TO NEGOTIATE WITH STEPANAKERT
FEBRUARY 27. "Karabakh is recognized as being an Azeri
territory, but de facto it is controlled by Armenia. Besides, Armenia
has won the propaganda war as well and it has many strong allies in
the world," Zardust Alizade, leader of the Social Democratic Party of
Azerbaijan, told the Zerkalo daily (Baku).
He said making new proposals the OSCE Minsk Group co-chairs will have
to take this nuance into consideration. Under present-day conditions
a peace agreement will not meet Azerbaijan's interests. Alizade
believes that no single country is going to exert pressure on Armenia
at present.
He is against mothballing the conflict as this may dispirit the Azeri
people. Alizade said Baku, represented by the foreign minister,
should negotiate with "the leaders of the Karabakh separatists".
There have been precedents. In their time England and Spain began
negotiations with Irish and Bask rebels. Russian President Boris
Yeltsin negotiated with Chechen rignleaders Maskhadov and Yandarbiev.
Georgia's leaders have also chosen negotiations as a way to settle
their conflict with the Abkhazians. "There is nothing absurd in
this," Alizade concluded.
SCANDAL IN AZERI PARLIAMENT
FEBRUARY 27. The attempt of the Azeri MPs to "give
political assessment of the events in Xocali (Khojali)" ended in a
scandal.
Commenting on French President Jacques Chirac's decision to
acknowledge the Armenian Genocide, MP Shamil Gurbanov said "Chirac
became impudent." Speaker of the parliament Murtuz Aleskerov tried to
warn Gurbanov against making such statements. The latter ignored his
warning and yelled out his statement again.
Outraged by the MP's words the foreign diplomats walked out of the
session chamber.
It's noteworthy that Turkish Ambassador to Baku Unal Cevikoz followed
their suit. However he returned by the evening session.
HEIDAR ALIEV AND ROBERT KOCHARYAN NOT TO ATTEND UNOFFICIAL SUMMIT OF
HEADS OF CIS COUNTRIES IN ALMA-ATA
FEBRUARY 27. ARMINFO-TURAN. All the heads of the CIS
countries, except the Azeri and Armenian presidents will take part in
an unofficial Summit to be held in Alma-Ata March 1, the
press-service of the Kazakh Foreign Ministry said. It is explained by
the fact that both presidents have recently undergone surgical
operations. According to preliminary information of the Kazakh
Foreign Ministry, the Summit participants will arrive in Alma-Ata on
Thursday, Feb 28.
GROUP OF ARMENIAN, TURKISH AND AZERI JOURNALISTS CREATED SITE
FEBRUARY 27.The Yerevan press-club, the "Yeni
Nesil" Union of Azeri Journalists and the Association of Diplomatic
Correspondents of Turkey created a trilateral Internet-project
"Armenia-Azerbaijan-Turkey: journalistic initiative-2002."
A site www.medialogue.org was created under the project. The site
includes the most important information on Azerbaijan, Armenia and
Turkey on subjects of common interest, the Yerevan press-service told
ARMINFO. The web-resource materials are expected to be refreshed
weekly.
AGENDA OF OSCE PARLIAMENTARY ASSEMBLY NOT TO INCLUDE ISSUE OF
FORMATION OF TASK GROUP ON KARABAKH CONFLICT'S SETTLEMENT
FEBRUARY 27. Prospects of establishment of a task
group on settlement of the Karabakh conflict within frameworks of the
OSCE Parliamentary Assembly were discussed in the course of the OSCE
Parliamentary Assembly's work in Vienna, the member of the Armenian
delegation, deputy Shavarsh Kocharyan told ARMINFO today.
He said formation of such a group would play a positive role in the
settlement of the conflict, in spite of the fact that in case of
change of the OSCE PA Leadership, this group will act in the
detriment of the settlement. Head of the OSCE PA Adrian Severin
insisted on the Karabakh part's indispensable participation in the
work of aforementioned group, the deputy said.
However, Shavarsh Kocharyan said the Azeri delegation came out
against formation of this group and was supported by Turkey. As a
result, the issue was not included in the agenda of the OSCE PA. The
discussion of this issue has been postponed so far. The deputy said
that the OSCE parliamentarians are not likely to discuss it. The
Azeri part explained its position by the fact that formation of this
group with attraction of the Karabakh part will become recognition of
the Karabakh part as negotiator, which is unacceptable for
Azerbaijan, Shavarsh Kocharyan said. The Armenian delegation made
several proposals on activities of the aforementioned task group
saying that Azerbaijan would not insist on maintenance of the
principle of territorial integrity of countries, and the peoples'
right for self-determination would become of secondary importance.
He said the agenda of the OSCE PA included, in particular, an issue
of adoption of a unique document reflecting the common position of
the OSCE PA regarding international terrorism in Berlin this summer.
In connection with last year's events in the USA, several countries
actively speculating on the concept terrorism, presenting every
liberation movement as a terrorist act. In particular, Azerbaijan
will further try to present the Karabakh conflict and events as
terrorism to the International Community. As regards the Armenian
delegation, it called such an approach unacceptable, the Armenian
parliamentarian said.
TWO INTERGOVERNMENTAL AGREEMENTS WERE SIGNED BETWEEN ARMENIA AND
AUSTRIA
FEBRUARY 27. Two intergovernmental agreements - on
exclusion of dual taxation of incomes and property, as well as on air
communications, were signed today in the course of the official
working visit of Armenia's President Robert Kocharian to Austria.
As ARMINFO was informed in the press office of Armenia's president,
Robert Kocharian met with the Federal President of Austria Thomas
Klestill. Then the press conference of the presidents of Armenia and
Austria took place.
Robert Kocharian also met with the Federal Chancellor of Austria
Wolfhang Schussel, the chairman of the National Council Haynetz
Fisher, the chairman of the Economic Chamber K.Litely. In Vienna the
President Kocharian had a meeting with the representatives of
Armenian community of Austria, as well as he put a wreath to the
monument to Franz Werfel on the Schillerpladz square.
IT WAS ILLEGAL TO INSTITUTE LEGAL PROCEEDINGS AGAINST CHIEF EDITOR OF
AYKAKAN ZHAMANAK
FEBRUARY 27. It was illegal to institute
legal proceedings against Nikol Pashinyan, the editor-in-chief of the
Aykakan Zhamanak, Pashinyan's lawyers Argishti Kiviryan and Lusine
Sahakyan told ARMINFO.
The legal proceedings against Pashinyan were instituted with breach
of procedure. There is no corps delicti in Pashinyan's actions, so
the preliminary investigation had no grounds for instituting a legal
action against him.
The lawyers said the suit of the head of the department of civil
aviation, Hovhannes Yeritsyan, should have been dismissed as the
article "Look Now" dated Nov 6 2001 does not directly insult
Yeritsyan as the latter claims.
The lawyers hope that the charge will be dismissed and will not be
brought to court.
