ARMENIAN FM MEETS WITH GEORGIAN PATRIARCH

FEBRUARY 13.BLACK SEA PRESS. They pointed out that the Armenian governmental delegation's visit to Georgia will promote the strengthening of the friendly relations between Armenians and Georgians.

COMMISSION FOR PROTECTION OF ECONOMIC COMPETITION RECOGNIZES YBC's RIGHT TO PROTECTION OF INDUSTRIAL PROPERTY

FEBRUARY 13.The State Commission for the Protection of Economic Competition has recognized the right of the Yerevan Brandy Company (YBC) to protection of industrial property. According to the information reported to ARMINFO by the YBC press service, the matter concerns the YBC's right to its containers, which were registered by the "Armpatent" as early as 1999. According to the Commission's decision, the companies "Technotrans", "Shahumian Winery", "Artashat Wine and Brandy Factory", and "MAP" are to pour their into other bottles. The YBC management is satisfied that the state structures are dealing with problems of forged products.

The Kazakh part did not come out with an idea of holding a regular round of negotiations between the Azeri and Armenian presidents for the settlement of the Karabakh conflict in Astana on March 1, Kazakh Ambassador to Baku Rashid Ibraev said. He said Kazakh President Nursultan Nazarbaev invited the CIS countries' presidents, including the Azeri president, to take part in an unofficial CIS Summit on March 1. According to the Baku sources, bilateral or unilateral negotiations are also expected to be held within the framework of the Summit, as the Summit has no definite agenda. BILL ON MASS MEDIA ABSURD: SHAVARSH KOCHARIAN

FEBRUARY 13.The government-submitted bill on mass media is nothing, but absurdity, Chairman of the Parliamentary Standing Commission for Education, Science, Culture, Sport and Youth Affairs Shavarsh Kocharian told ARMINFO. He considers inadmissible a provision which entitles the government to establish control over the country's mass media by forming a special authorized body. The deputy pointed out that the establishment of such a body means the restoration of the Soviet "Glavlit". Dangerous is also the principle of licensing of mass media, as well as the order of revoking licenses. Sh. Kocharian said that concerns is also aroused by the provision granting the government bodies and representatives of local government bodies the right to deny information to the mass media. The deputy called criminal the point under which a journalist is obliged to prove his innocence every time. Sh. Kocharian stressed that the bill contradicts the European Convention on Human Rights and Freedoms. According to him, it is no coincidence that the government was concealing its bill from the Commission. He said that the Commission members did not even participate in drafting the bill. In this situation considers advisable to initiate the drafting of an alternative bill on mass media, which will be drafted by the Commission members. However, he pointed out that the Commission includes representatives of different political forces and their reaction to the document cannot be forecast. The deputy added that it should be taken into account that the bill is submitted by the government, and the Commission includes many representatives of the Republican Party, who will certainly support the bill.
