FIRST FRONTIER POST OPENED ON ARMENIAN-GEORGIAN BORDER

OCTOBER 20. The first frontier post opened on the Armenian-Georgian border in the Armenian town of Amasia. Armenian Minister of National Security Karlos Petrosyan said in his speech that the Armenian-Georgian border was not guarded before, but now the Armenian authorites intend to open a number of frontier posts on the above border. Besides, the minister presented a diploma to the head of the Shirak regional administration Felix Pirumyan for his contribution to the frontier's construction. Thus, the Armenian frontier guards are entering upon their duties, the protection of the state border.

FORMER ARMENIAN DEPUTY MINISTER OF HEALTH CLAIMS AGAINST MINISTER OF CULTURE ON YOUTH AND SPORT AFFAIRS

OCTOBER 20. The former Armenian deputy minister of health, member of political council of the "Hanrapetutiun" opposition party Artak Zeinalyan applied to the Court of the FIrst Instance of the Yerevan Center and Nork-Marash communities lodging a complaint against Armenian Minister of Culture on the Youth and Sport Affairs Roland Sharoyan. The former deputy minister demands to cancel the order #542 of Oct 30, 2000 given by the Armenian minister of culture on the youth and sport affairs "On order of using the auditoriums of the ministry's organizations." According to Artak Zeinalyan, this document contradicts to the Constitutional norms and the Legislature of Armenia. It should be noted that it is not the first case of the former minster of health. Before he claimed against Armenian Prime Minister Andranik Margaryan demanding his reinstatement in the office. His bound dismissal from his post Zeinalyan explained by his political activities carried out in the "Hanrapetutiun" opposition party. Artak Zeinalyan's claim against the Armenian premier was canceled by the courts of all the three instances of Armenia.

SHARES OF 10 ARMENIAN NOT FUNCTIONING INDUSTRIAL ENTERPRISES SCHEDULED TO BE SOLD IN STOCK EXCHANGE

OCTOBER 20. A list of some 10 industrial enterprises is being prepared, the government holding package of which the Armenian government intends to sell in the stock exchange. The initiator of the project is Armenian Minister of Industry and Trade Karen Chshmarityan, who told ARMINFO that the involvement of the stock exchange mechanisms in the privatization process is the government's priority task. The minister said the given initiative is aimed at establishing a second securities market and introducing methods of corporate management. Chshmarityan pointed out the above list will include, mainly, the electrical engineering enterprises of Vanadzor and Giumry, part of which are not functioning, the rest being declaired bankrupt. The minister added that these enterprises's share is scheduled to be set out for sale on very low prices.

COUNTRY'S POWER SYSTEM VICIOUS: TIGRAN TOROSSIAN

OCTOBER 20. Armenia's power system is deeply vicious: corruption and bribery reign in it. But it is good that the authorities are aware of it and are trying to take effective measures to fight this phenomenon, Vice-Speaker of the Armenian National Assembly Tigran Torossian said at his meeting with journalists held at the "Azdak" discussion club. The current situation in the country is, according to Torossian, the result of the authorities focusing their attention on exclusively economic reforms, and their ignoring the necessity for political reforms. Now that effective measures are being taken towards political reforms, the situation in the country may considerably improve, Torossian said. According to him, Constitutional reforms need first of all to be carried out: laws on political parties, civil servant need to be adopted. Also, amendments to the Election Code should be introduced, which will allow free and fair elections to be held in 2003. Among priorities Torossian also singled out the necessity for further reforms in the country's judicial system.

PRESIDENT OPENS FRONTIER POST AT ARMENIAN-TURKISH BORDER

OCTOBER 20. Armenian President Robert Kocharian and Russian Ambassador to Armenia Anatoly Dryukov opened today a frontier post in Rajpar, at the Armenian-Turkish border. The country's leader examined the situation at the frontier post, and entered the book of guests of honor. According to the president, the opening of the frontier post should be considered in the context of the Armenian-Russian military cooperation. Armenian and Russian frontier-guards are jointly serving at the frontier post. Armenia's leader stressed that the joint service of the Armenian and Russian frontier guards is the best example of the current state of the Armenian-Russian relations. The repair of the Rajpar frontier guard, which was put into service over 70 years ago, was effected on the funds provided by the Armenian government. The government allocated a total of 28mln. AMD for this purpose. The frontier guards pointed out that the engineering structures will also be replaced within the next 5 years.
