Romanian President Iona Iliyesku's visit to Yerevan has been postponed as a result of commencement of military operations in Afghanistan. According to the information provided to ARMINFO by the presidential press service, the new terms of the Romanian president's visit have not yet been specified. INTERNATIONAL CONFERENCE ON LEGISLATIVE REGULATION OF PRIVATE AND PUBLIC BROADCASTING FINISHES OWRK IN YEREVAN OCTOBER 8. The international conference "Legislative regulation of public and private broadcasting" has finished its work in Yerevan. The conference was organized by joint efforts of the Yerevan Press Club and Institute of Open Society, with the assistance of the Fridrich Ebert fund and the Council of Europe as well as of the Armenian office of the "Internews" company. The conference participants discussed the problems of regulating the activities pf broadcasting media during election campaigns, principles of legislative regulation of private broadcasting, reforms of the broadcasting-related legislation, and other issues. Participating in the conference were the member of the Armenian Parliament Shavarsh Kocharian, Administrator of the Mass Media Department, CE General Directorate, Pall Toralsson, Coordinator of the Mass Media Program, Institute of Open Society, Helen Derbisher, Director of Moscow Institute of Problems of Information Law Andrey Rikhter, Chairman of the Yerevan Press Club Boris Navasardian, as well as representatives of a number of international and national public organizations. ARMENIAN MINISTER OF TRANSPORT AND COMMUNICATION PROHIBITED "ARMENTEL" TO DRAW UP CONTRACTS WITH TELEPHONE SUBSCRIBERS OCTOBER 8. Armenian Minister of Transport and Communication Andranik Manukyan ordered "ArmenTel" Company to stop drawing up contracts for provision of tele-communication services and to cancel those of already drawn up, the Armenian Ministry of Transport and Communication told ARMINFO. The company's administration must submit all the materials concerning the contract to the ministry's consideration by October 10, 2001. The ministry explains the above order by the fact that ArmenTel violated the license #60 and rules of providing tele-communicational services. ROMANIAN PRESIDENT EXPLAINED HIS ARMENIAN COUNTERPART WHY HE HAS POSTPONED HIS VISIT TO ARMENIA OCTOBER 8. In a phone talk today Romania's President Ion Iliescu explained his Armenian counterpart Robert Kocharyan why he has postponed his visit to Armenia, supposed to take place Oct 8-9. As the presidential press-service reported today, Kocharyan said the reasons of the postponement are clear to the Armenian side. The same day Kocharyan received Romania's Ambassador in Armenia Pavel Platona. Platona said Iliescu's visit was postponed because of the current international situation. Iliescu made the decision considering the fact that his country is chairing in the OSCE. Platona said the side will consider the date of the visit as soon as the international sitaution is stabilized. NO MEASURES TO BE TAKEN IN ARMENIA ON STRENGTHENING SECURITY OF AIR SPACE AND GROUND BOUNDARIES IN CONNECTION WITH ANTI-TERRORIST OPERATION STARTED BY USA IN AFGHANISTAN OCTOBER 8. No measures will be taken in Armenia on strengthening security of air space and ground boundaries in connection with an anti-terrorist operation started by the USA in Afghanistan. Talking to ARMINFO correspondent, Head of the Task Group of the Russian Federal Frontier Service in Armenia Major General Vyacheslav Aboimov said there was still no need for taking any additional measures for strengthening the security of the boundaries. He said that no illegal crossing of the frontier was fixed since July. IN HIS SERMON POPE JOHN PAUL II RECKONED ARCHBISHOP IGNATIOS MANOYAN AMONG SAINTS OCTOBER 8. In his sermon held during the solemn ceremony in Rome Pope John Paul II reckoned Armenian Archbishop Ignatios Manoyan among saints. The Archbishop is a victim of Genocide of Armenians in the Ottoman Turkey in 1915. It should be noted that in 1915 Turkish policemen demanded the Archbishop to renounce Christianity and accept Islam. After his rejection Manoyan alongside with hundreds of other Armenians was deported to a desert and killed. ARMENIAN PARLIAMENT ABSTAINED FROM STRUGGLING AGAINST "ARMENTEL" COMPANY OCTOBER 8. A bill on making amendments in and additions to the Law on tele-communication and radio was not considered today in the Armenian parliament for lack of quorum during the voting for inclusion of the bill in the parliament's agenda. Am amendment to the Law prevented ArmenTel from introducing a per-minute payment system for local calls in Armenia. A number of deputies voted against inclusion of the bill in the agenda. They motivated it by the fact that the government has been already engaged in the question of the per-minute payment system. The bill was drafted by Arshak Sadoyan. He called the above deputies betrayers and said that the Armenian authorities made a pressure on deputies. ARMENIA SUPPORTS ANTI-TERRORIST OPERATION OF USA IN AFGHANISTAN OCTOBER 8. Today, the US authorities presented Armenia with the investigative evidence that has been gathered pertaining to the complicity of the Al-Qaida organization in the terrorist acts of September 11. Armenia deeply regrets that despite diplomatic efforts, it was not possible to hand over the organizers of the September 11 terrorist events to the representatives of the US justice system. Armenia again reaffirms its commitment to the coalition combating against international terrorism, and remains convinced that international terrorism threatens not just individual states, but the entire civilized world. The struggle against such terrorism must be firm and persistent. At the same time, Armenia remains hopeful that military action will not lead to general instability in the region and the further deterioration of the condition of the peaceful population of Afghanistan. ISSUE OF RETURNING TERRITORIES CONTROLLED OVER BY KARABAKH SECURITY FORCES TO AZERBAIJAN MUST BE DISCUSSED DURING NEGOTIATIONS WITH PARTICIPATION OF KARABAKH AND AZERI LEADERSHIP, KARABAKH PRESIDENT SAYS OCTOBER 8. An issue of returning the territories controlled over by the Security Forces of the Nagorno-Karabakh Republic (NKR) must be discussed during the negotiations with the participation of NKR and Azeri Leadership. NKR President Arkadi Ghoukasyan made this statement today during his meeting with the Azeri journalists, the NKR President's press-service told ARMINFO. He said that the only guaranty of not resuming the military operations is conclusion of a peaceful agreement between the sides. The NKR head said that war cannot settle the existing problems, pointing out that the Karabakh conflict may be settled only under the aegis of the OSCE Minsk Group. Ghoukasyan emphasized the possibility of applying new, non-standard negotiations, first of all direct contacts between Azerbaijan and Karabakh. Touching the problems of refugees, the NKR president said that they should return voluntary. It requires creation of favorable conditions for their safety, which is possible only through total settlement of the conflict. NKR PRESIDENT CATEGORICALLY REJECTED ALLEGATIONS OF AZERI MASS MEDIA ABOUT THAT AS IF KARABAKH'S TERRITORY IS USED IN INTERESTS OF INTERNATIONAL DRUGS BUSINESS OCTOBER 8. The President of Nagorno-Karabakh Republic Arkady Ghoukassyan categorically rejected the allegations of Azeri mass media about that as if the territory of Karabakh is used in the interests of the international drugs business. As the press office of Karabakh's president informed ARMINFO, the head of NKR today stated during the meeting with Azeri journalists. Arkady Ghoukassyan expressed readiness to receive any international organization for carrying out inspection on this issue. In this connection Ghoukassyan mentioned that the chairman of Karabakh's parliament has already sent a letter to the Council of Europe, in which readiness to receive an international inspection group in NKR is expressed. TRAFFIC POLICEMAN WAS KILLED IN RESULT OF STREET FIGHTING OCTOBER 8. The traffic policeman was killed in the result of the street fighting. As an ARMINFO correspondent was informed in the press office of Armenia's Ministry of internal affairs, the senior lieutenant Armen Barseghyan, trying to disarm an offender, was heavily injured and died in the hospital. According to the information, on Oct 7 at 9:45 a.m. Yerevan time, in yerevan's Artsakh street two traffic policemen noticed a car "RAF" without state numbers. The fight between passengers also attracted the attention of the traffic policemen. The passengers continued to fight until they left the car by the demand of the employees of motor licensing and inspection department. Two of the passengers were armed by guns. During the fighting one of the passengers shot at his fellow-traveller - Andranik Kalashyan. Barsegyan tried to snatch the weapon out of the offender's hands, but he shot at the traffic inspector too. The shooter and his fellow-traveller escaped the place of crime. The person of the criminal is not established yet, a retrieval has been announced.
