The statements by the Azeri minister of ecology and natural resources Husein Bagirov about the "catastrophic" pollution of the Araxes (Araz) river are not true, expert of Armenia's parliament, official of the Institute of Water Resources Knarik Hovhannisyan said. According to her, Bagirov's allegations in his interview to the "Voice of America" that because of the work of the Kapan Copper Plant (KCP) the content of copper thrown into the Araxes river exceeds the norm 1000 times, misinform the public. Hovhannisyan said that no single drop of water is thrown into Araxes from this plant. It flows into the river of Vokhchi. The content of copper in the nearby Araxes tributaries does nor exceed 0.02 mg per 1 liter while the allowed level for natural waters is 1.0 mg. According to the expert, it is not permitted to manipulate with ecological issues in political aims, distorting at the same time the real situation. PRELIMINARY INVESTIGATION INTO CASE OF SCRAPE AMONG PRISONERS OF NUBARASHEN JAIL IS OVER AUGUST 31. The prelininary investigation into the May 9 2001 scrape among prisoners of the Nubarashen jail. The case has been transferred to the court of the first instance of Yerevan's Erebuni and Nubarashen communities. As the prosecutor's office of these communities told ARMINFO four prisoners have been charged with malicious hooliganism and causing of heavy injuries. Ararktsyan claims that Khachatryan and Karapetyan were both killed. Meanwhile, Avakyan thinks that a third person could have entered the study. All the three bullets found in the room and 2 more taken out of the victims were fired from Karapetyan's gun, Avakyan said. However, he has his doubts concerning Karapetyan's motive to take this desperate step. He thinks that financial problems are more likely to be the motive than the danger of dismissal. Karapetyan had debts of several thousand US dollars. Avakyan didn't specify what relation this might have to the murder. REGULAR MONITORING OF CEASE-FIRE REGIME ON CONTACT LINE OF NAGORNO-KARABAKH AND AZERI FORCES TO BE HELD TODAY AUGUST 31. A regular monitoring of cease-fire regime on the contact line of Nagorno-Karabakh and Azeri forces is to be held August 31. The monitoring on the Karabakh side will be held by the OSCE acting chairman's personal representative Andrzey Kasprczyk and his field millitary assistants. The field military assistants of the OSCE acting chairman's personal representative will take part in the monitoring on the Azeri side. The monitoring is shceduled to be held on the contact line of the forces in a populated area of Jafarli in the Kazakh region. According to Azeri military-men, the most frequent violations of the cease-fire regime have been registered just in this region. The last monitoring was held on August 7-8. ARMENIA'S EX FOREIGN MINISTER IS NOT SATISFIED WITH POSITION OF PRESIDENT OF COUNTRY AUGUST 31. The ex foreign minister of Armenia, and now the head of Armenian Center of National and Strategic Researches (ACNSR) Raffi Hovhannessian today during the press conference in the Yerevan "Azdak" club expressed dissatisfaction with the position of Armenia's President. According to him, as far back as in 1991 he appealed to the powers of Armenia with a request to get a citizenship, which has been satisfied 10 years later. "On Aug 23 of the current year after long years of humiliations and bureaucratic procrastination at last I received an Armenian passport", Hovhannessian said. The director of the Center could not tell the reasons of delays of giving him an Armenian passport. However, he stated that he will make every effort for no Armenian passed the way, he did. Hovhannessian avoided direct answer the question, is he going to put forward his candidature during the forthcoming presidential elections. "My goal was to get an Armenian citizenship, and not a state post", he stated, adding that his further activity will bear only a public character. ARMENIA'S MINISTER OF TRANSPORT AND COMMUNICATION PROHIBITED "ARMENTEL" TO INTRODUCE PER MINUTE PAYMENT FOR LOCAL TELEPHONE COMMUNICATION AUGUST 31. Armenia's minister of transport and communication Andranik Manukyan sent an official instruction to the management of "ArmenTel" in which he prohibited it to introduce the per minute payment for local telephone calls beginning inSept 1 2001. The statement says that the telecom monopolist, the "ArmenTel" company, has broken the conditions of the government's license #60, as well as the law on language. In this connection, Armenia's ministry of transport and communication finds to have the right to prohibit the introduction of the per minute payment. SEMI FINAL OF INTERNATIONAL CONTEST OF YOUNG DESIGNERS "NEW RUSSIA - XXI CENTURY" TO TAKE PLACE ON 5 SEPTEMBER IN ARMENIA'S RESORT TOWN OF TSAGHKADZOR AUGUST 31. The semi final of the international contest of the young designers "New Russia - XXI century" will take place in the Armenian resort town of Tsaghkadzor Sept 5. The splendid show will be carried out in the territory of the holiday hotel of CJSC "ArmRosgazprom" under the open sky. As the jury member Karine Dnoyan told ARMINFO, the project is carried out by the Union of Armenia's Designers and the Atex fashion center. The jury will be headed by the president of the "Russian Silhouette" philanthropic foundation Tatyana Mikhalkova, the spouse of a known producer Nikita Mikhalkov. Designers from all towns of Armenia took part in the qualifying round. Unfortunately, Dnoyan said, most of the designers from Gyumri, Vanadzor, Goris and other towns submitted amateur works. "However, it is nice that the initiative received a wide response, which shows that many in Armenia wish to practice design," Dnoyan said. She also added that the main reason of failures was the vestige of the Soviet school of design, lack of information on new ways and technologies. The organizers of the measure hope that the contest can encourage thefirst step towards changing this situation. Dnoyan also said the contest winners will qualify for the final to take place in Moscow this Oct. The medalists will be given a chance to receive training in the leading fashion salons of Russia, France and the United States. The contest was initiated by Russian Silhouette in 1999. Designers from Russia, Ukraine, Belarus, Georgia, Kazakhstan, Kyrgyzstan and the Baltic states are participating in it. There have been no such precedent in the fashion world of independent Armenia.
