ARMENIA'S PRESIDENT MADE REARRANGEMENTS OF PERSONNEL IN IAM

24 August. The Armenia's president signed the decree assigning Ararat Makhtesyan the First Deputy Minister of the RA IAM, relieving him of his post of Deputy Minister of IAM.

Ararat Makhtesyan was awarded the rank of general-major of police,
the president's press-service told ARMINFO.

On the same day the president signed the decree on Armen Eritsyan's assignment on the post of the IAM's deputy minister. Before it Eritsyan  was the administrator of the General Managment of struggle against the organized offence of the Armenia's IAM.

ARMENIAN MASS MEDIA IS PROPOSED TO UNITE BEFORE PRIVATIZATION

24  August. Armenian mass media - unite, Armenia's minister of state property management David Vardanyan called upon  it before the privatization of the State House of Press.

He proposed to create a condominium of mass media in the House of press which houses most of editorial offices of newspapers. "If they unite, it is possible to make concessions for sales and to establish low tariffs," Vardanyan said. The privatization issue will be resolved in the main by late Aug - early Sep, the minister added.

It should be noted that the idea of creation of housing condominiums in Armenia, supported by the international organizations, has failed. Now, it is proposed to unite mass media.

By the way, in accordance with the recent governmental resolution, beginning in 1 Sep all the enterprises will conclude contracts with the ministry of state property management. The former contracts remain in force, but the new ones will be concluded at new higher tariffs. Thus, the rent for 1 sq.m. in the center of Yerevan will cost 670 drams instead of present 300 drams. No concessions are provided for mass media.

30 POOR CHILDREN FROM ARMENIA'S SUNIK AND GEGARKUNIK PROVINCES SPENT 20 DAYS AT OSHAKAN REHABILITATION CENTER

24  August.30 pre-school age children from poor families from Armenia's Sunik and Gegarkunik provinces have spent 20 days at the Oshakan rehabilitation center, near Ashtarak (the Aragatsotn province).

As ARMINFO learned from head of the Ecological Surviving Capacity NGO Evelina Goukasyan, under this project, estimated at $5,000 and
financed jointly by the UN HCR Armenian Office and the Service of Catholic Aid and Ecological Surviving Capacity NGOs, lists of children were submitted to the above provinces' administrations for approval.

He said during the holiday experienced teachers have given the children ecological lessons as well as a course in psychological rehabilitation.

TWO ARMENIAN MOUNTAINEERS TO CLIMB ARARAT AUG 25-31

24  August. Two Armenian mountaineers, the president of Armenia's federation of alpinism Ayk Tonoyan and mountaineer Martin Tadevosyan, will climb Ararat Aug 25-31.

As ARMINFO learned from the press-office of Armenia's foreign ministry, this year Turkey's federation of alpinism is organizing a accession to Ararat for the second time. This is a mere sports event and mountaineers from many countries obtain this right.

In 2001 Turkey sent two official invitation to Armenia's federation of alpinism.

BROTHER OF RINGLEADER OF GROUP WHICH CARRIED OUT OCT 27 TERRORIST ACT KAREN HUNANYAN SAID HE WAS TORTURED DURING INVESTIGATION

AUGUST 24. Karen Hunanyan, brother of the ringleader of the terrorist group which carried out the Oct 27 terrorist act in the parliament said he was tortured during the investigation. Thus the investigation bodies squeezed evidence out of him, Hunanyan said.

According to the defendant, the military prosecutor Gagik Djangiryan, the investigators of the military prosecutor's office Yegoyan, Ayvazyan, as well as the agents of the operational group of the ministry of interior affairs threatened to kill him, tortured and beat him. Hunanyan said he appealed to the president of Armenia 18 July and 4 Sept 2000 with the demand to institute legal proceedings against the above mentioned persons, as well as against the former General Prosecutor Boris Nazaryan. Karen Hunanyan also informed UN about the infringements of his rights.

It should be noted that the defendant did not manage to read out his statement to the end. The prosecution found that the defendant's statement reminds a giving of evidence and is not necessary during the present period of the trial. The judge agreed with the prosecution.

OFFICIAL STEPANAKERT DOES NOT INTEND TO FOLLOW CALL OF COUNCIL OF EUROPE NOT TO CONDUCT ELECTIONS IN LOCAL BODIES OF SELF-GOVERNMENT OF NAGORNYY KARABAKH

AUGUST 24. The official powers of Nagornyy Karabakh do not intend to follow the call of the Council of Europe not to hold elections in the local bodies of self-government of NKR.

As it is informed during today's statement, spread by the Foreign Ministry of NKR, the decision of the official Stepanakert to conduct on Sept 5 elections is the constituent part of the policy of the Karabakh powers, directed to establishment of democracy and creation of civil society in the republic. The powers of NKR do not intend to renounce holding elections.

"Unfortunately we perceive here the use of double standard by the organization, which ratifies for the establishment of democracy in new independent states", the statement says. If the leadership of the Council of Europe proceeds from suppositions that in the conditions of absence of Azeri minority the elections are "unilateral", then it's worth expecting an analogous estimation also relating to elections in the bodies of local self-government of Azerbaijan, as the expatriated in the result of the conflict more than half a million Armenian community in separate regions were the majority, and in Baku it made more than the third of the population.

The statement of the foreign political department also mentions that just by the way of carrying out elections it will be possible to form powers, which express the will of the people. The presence of such powers is necessary for peaceful settlement of the Karabakh conflict, as well as during implementation of achieved decisions.

The initiative on the readiness of the CE's leadership to assist the peaceful process by good services of the Venice commission "For democracy via right" is welcomed in the document. "The leadership of Karabakh is the principal supporter of the settlement of the Karabakh problem in legal way. In this connection the Ministry of foreign affairs of NKR states about its readiness jointly with the cochairmanship of the OSCE Minsk Group to examine the possibilities and forms of realization of this initiative", the statement of the Foreign Ministry of Nagorno-Karabakh Republic says.

COUNCIL OF EUROPE'S APPEAL IS ADDRESSED FIRST OF ALL TO AZERBAIJAN AND CALLS FOR PEACEFUL SETTLEMENT OF KARABAKH CONFLICT

Naira MelkoumyanAUGUST 24.  The Council of Europe's appeal is addressed to Azerbaijan and calls for peaceful settlement of the Karabakh conflict, Karabakh's foreign minister Naira Melkoumyan told ARMINFO today.

She said the CE meant to urge Armenia and first of all Azerbaijan to settle the Karabakh conflict peacefully.

Besides, Melkoumyan said it is significant that the CE appealed "immediately to the de facto authorities of the Nagorno Karabakh Republic."

To recap, the CE appealed to Karabakh's leadership "to abstain from conducting one-side elections to local self-governments, scheduled for Sept 5."
